A special meeting of the Social Services Commission was
called to order by Chair Buchner at 7:02 p.m., on Monday, March 23, 2009, at
the

The
minutes of the February 23, 2009 Social Services Commission meeting were
approved.
Motion by Commissioner Barish, seconded by Commissioner Silberman to approve
the minutes of the February 23, 2009 Social Services Commission meeting. The motion was unanimously approved by voice
vote.

Staff
& Commissioner updates and announcements:
a. Youth Updates
Update on youth programming over spring break and youth participation in the
Pier Centennial celebration. – Jessie Gonzalez
b. Homeless Updates
Update on the community education project, Annual Homeless Review on March 24 and the Homeless Update/Study Session on April 14. – Danielle Noble
c. Commissioner Updates
Invitation to the opening of Step up on Second’s new facility – Commissioner Christensen
Update on the Annual Boards & Commissions Dinner Video – Commissioner Buchner
Follow up on LAHSA Count homeless interviews – Commissioner Gielicz

Presentation
on Housing Division’s Affordable Housing Production Program and Housing
Administrative Plan - was presented
by Barbara Collins, Housing Manager, which included revising the annual & 5
year plan and upcoming changes to the
way the opportunity list is administered.
5.
Approval
of communication to Council regarding the Annual Homeless Review – Scheduled
for March 24, 2009 Human Services Division staff have taken the annual homeless
review to various commissions and boards for feedback.
Motion by Commissioner Barish, seconded by Commissioner Silberman for Commissioner Buchner to write a letter to city council in support of the Annual Homeless Review. The motion was unanimously approved by voice vote.
6.
Planning
for regular opportunities for communication to the

seconded by Commissioner Gielicz to create a sub-committee that will speak at
the April 14 city council meeting on the homeless study session item The motion was
unanimously approved by voice vote.
Motion by Commissioner
Christensen, seconded by Commissioner Taylor to combine agenda items #8 &
#12 and move ahead of item #7. The
motion was unanimously approved by voice vote.
7.
Forming
Social Services Commission Sub-Committees
Motion by Commissioner Silberman, seconded by Commissioner Barish to
reinstate sub-committees. The motion was
unanimously approved by voice vote.

Conducting
a survey to determine unmet social service needs in

Reports
from Commissioners who have attended meetings of local neighborhood and
City-based groups Information was received and filed.
10. Creation of Social Services Commission
bylaws Information was received and filed.
11. Mid-Year review of Commission’s Long-Range
Plans; Discussion and Possible Action: Commissioners directed staff to add
the Commission’s mission and goals to the long-range agenda. No action was
taken.
12. Confirm Commission participation in
upcoming community-based events. Motion by commissioner Barish, seconded
by commissioner Silberman for the commission to spend $200 on gift cards for
the Santa Monica Black Student Conference on Saturday, May 2. The motion was unanimously approved by voice
vote.
