ARGUMENT IN FAVOR OF
PROPOSED AMENDMENT TO THE CHARTER OF THE CITY OF SANTA MONICA, CALIFORNIA

 



Loud aircraft are destroying the peace and quiet of the residential neighborhoods surrounding Santa Monica Airport.  Rattling windows and spewing pollutants, they diminish the quality of life for a substantial number of Santa Monica residents.

Now we can do something about it.

Airport officials project that jet takeoff and landings alone will exceed 12,000 this year compared to less than 5,000 in 1994.  That amounts to a huge increase of over 150%!!!

Meanwhile, the City of Santa Monica has not increased the maximum fine it can levy since the adoption of the city charter in 1907.  The important deterrent affect intended by the framers has severely eroded in the years since then.

The City Treasurer estimates that the present value of 1907's $500 would be nearly $10,000!

At Santa Monica Airport, airplanes worth tens of millions of dollars regularly take off and land.  They are frequently owned and rented by individuals and corporations worth even more.  For these entities, $500 is pocket change.

It is time for us to put some new teeth into our enforcement of noise violations.  Repeat violators and scofflaws must understand that their ways will not be tolerated.

A realistic fine will send a strong, no-nonsense message.

By passing this measure, Santa Monicans will amend our City Charter to allow our City Council hold public hearings and set reasonable new maximum limits for fines.

Vote yes to protect our neighborhoods.  Vote yes on MM.
