7-A:  MIXED  USE DEVELOPMENT/SANTA  MONICA AIRPORT  RESIDUAL LAND 
PROPERTY:  Presented was a staff  report  and  a  public  hearing 
concerning the following actions relating to the development of a 
Mixed Use Commercial Project on the Santa Monica Airport Residual 
Land Property located at the northwest corner of Bundy Drive  and 
Airport Avenue  at the southeastern  corner of the  City of Santa 
Monica.  The site is bounded on  the north and west by the  Santa 
Monica Airport facility, and on the south and east by the City of 
Los Angeles.  Council asked questions of City staff, consultants, 
and  representatives of the developer Reliance Development Group. 
Mayor  Zane   stated  that   Council's  intent   was  to  provide 
individuals requesting  to address Council on  this item with two 
minutes to  present their  comments, and  to provide  individuals 
representing groups with  six minutes, and  that all requests  to 
address  Council submitted before 9:45 p.m., would be considered. 
At 8:10 p.m., Mayor Zane declared the public hearing opened.  The 
following  members of the public spoke in support of the project: 
Robert Tompkins,  Susan Wilson,  Irene Zivi,  Michael Hill, Duane 
Nightingale,  Meganne Steele, Jim Conn, June Sale, Tom Pyne, Dave 
Paradis, Stan Dyer,  Ruth Goldway, Jack  Siegel, Amy Joslyn,  Ray 
Davis,  Robert Segal, Kevin Dretzka, Tom Larmore, John Fairbanks, 
Timi Halem, William Dale Brantley, Antonio Vazquez, Mark  Aihara, 
and Ken Ward.                                                     

The following members  of the public  spoke in opposition  to the 
proposed  development:  Michael  Brourman, Gregory  Thomas, Della 
Barrett,  Jerry  Dunlap,  George  Zurow,  Peter  Donald, Jennifer 
Polhemus, Kathleen  Schwallie, Dana  White, Richard  Bloom, Lloyd 
Kirshbaum,  J.  Leo  Partridge,  John  Krimmel, Eric Siss, Donald 
Brandsen, Milton Goldman,  Stephen  J.  Strate,  Sally  Kalaghan, 
George Hickey, William  L. Scheding, Rol  Murrow, G. L.  Hoerner, 
Camille Everett, Suzanna  Brewer,  Jean  Gebman,  Angela  DeMott, 
Craig  Schmitman,  Gulshin  Gilbert,  Cherry  Dickinson,   Donald 
Murchie,  Jim Shanahan, Barbara Brown,  Loren Bloch, Alyson Dunn, 
Joy  Fullmer,  J.  Wenner,  Claudio  Ponte, Mary Ann Peters, Bill 
Worden, Eric  Chen,  Russ  Shaver,  Dr.  Jack  Baptista,  Emmalie 
Hodgin, George Suarez, Sharon Baldoni, Sam Baldoni, Joe  Perches, 
Joanne Hatfield, Eric  Anderson,  Brandt  H.  Smith,  and  Laurel 
Roennau.                                                          

Councilmember  Genser  moved  to  extend  the  meeting  until all 
members of  the public who  submitted requests to  speak had been 
heard  from.   Second  by  Councilmember  Abdo.   The  motion was 
approved,  Councilmember  Jennings  opposed,  Mayor  Pro  Tempore 
Finkel absent.  Councilmember Genser  moved to hear from  members 
of the  public who  submitted their  requests to  address Council 
after the deadline established  at the beginning of  the meeting. 
Second  by   Councilmember  Katz.    The  motion   was  approved, 
Councilmember Jennings opposed, Mayor Pro Tempore Finkel absent.  

John B. Murdock, and Bradley Jacobson spoke in opposition to  the 
proposed  development project.  Roger Genser  spoke in support of 
the proposed project.                                             

At 1:05 a.m.,  there being no  one else wishing  to speak on  the 
matter,  Mayor  Zane  declared   the   public   hearing   closed. 
Councilmember Katz moved  to continue Council's  consideration of 
the  remaining issues related to this item to the Council meeting 
of October 10, 1989, at 7:30 p.m.  Second by Councilmember  Reed. 
The  motion was  unanimously approved,  Mayor Pro  Tempore Finkel 
absent.
