SUBJECT:  Recommendation to  Award Bid  to Furnish  Hot Asphaltic
          Concrete Paving Mixes, Bid #2235

INTRODUCTION

This  report  concerns  award  of  bid  to  furnish hot asphaltic
concrete  paving mixes for the  Street Division, General Services
Department, per specified unit prices, plus applicable sales tax,
for a one-year period.

BACKGROUND

In response to published Notices Inviting Bids (published  June 3
and 5,  1989) to furnish  hot asphaltic concrete  paving mixes in
accordance  with  City  specifications,  bids  were  received and
publicly opened  and read on June 13,  1989.  Proposal forms were
mailed to three vendors and notices were advertised in accordance
with  City Charter and Municipal  Code provisions.  Two proposals
were received as follows:

1.   7.5% asphalt binder and 9% aggregate       $25.56     $31.68

2.   5.8% asphalt binder and 2% aggregate       $23.43     $30.62

3.   7.5% asphalt binder and 7% aggregate       $25.56     $31.68

4.   SS-1h emulsion oil                          $2.50      $2.66

Staff has  evaluated the  low bid  and finds  that it  meets City
specifications.

BUDGETARY/FINANCIAL IMPACT

Fiscal Year 1989/90 appropriation authority for this purchase  is
in the Streets Division,  General  Services  Department,  account
number 01-500-421-000-414.

RECOMMENDATION

It  is  recommended  that  the  award  of  Bid  #2235  be made to
Industrial Asphalt per specified  unit  prices  plus,  applicable
tax, as the lowest and best bidder.
