ITEM 7-B

Council Meeting: December 12, 1989 Santa Monica, California

TO: Mayor and City Council

FROM: City Staff

SUBJECT: Hold Public Hearing on Proposed Streetlighting
           District on:

Lincoln Boulevard from Colorado Avenue to Olympic
           Boulevard

Introduction

This report requests the City Council hold a public hearing to
determine the convenience and necessity of streetlights and to
order the work on Lincoln Boulevard from Colorado Avenue to
Olympic Boulevard.

Background

On November 14, 1989, the City Council adopted Resolution No.
7934 (CCS) setting a public hearing for the purpose of
determining whether public convenience and necessity require the
construction of streetlighting and declaring its intention to
construct streetlighting and appurtenant work. The resolution
set a public hearing for December 12, 1989, at which time any
interested party may address the City Council regarding the
proposed work or improvements. Notices of Public Hearing were
mailed to each commercial property, and posted on each street
fifteen days in advance of the public hearing (November 20, 1989)
in the manner prescribed by State Law. A list of property owners
is attached to this report.

Budget/Financial Impact

The total estimate for the project is $ 27,540. As this is a
commercial area, the cost of installation will be assessed 100%
to the property owners.

Recommendation

It is recommended that the City Council:

1. Open the public hearing on the convenience and necessity and
    the Resolution of Intention;

2. Close the public hearing; and

3. Acknowledge any protests and adopt the attached resolution
finding that the public convenience and necessity require
the construction and ordering the work.
