SUBJECT:    1253 11th Street Findings

                         RECOMMENDATION

      It  is  respectfully  recommended  that  the   accompanying
findings  for  denial of Conditional Use Permit 89-046, Tentative
Tract Map 48039, be adopted.

                            FINDINGS


      1.   The  proposed  use  would  impair  the  integrity  and
character  of  the district in which it is to be located, in that
the area contains a variety of charming  pre-1940  bungalows  and
other  structures  with  which  the  proposed  project  would  be
inconsistent.

      2.   The  proposed  project  would  be  incompatible   with
existing  land  uses  within  the  neighborhood  in  which  it is
proposed to be located in that the project replaces two  existing
dwelling units with a three (3) story, five (5) unit condominium.

      3.  The physical location or placement of the  use  on  the
site is not compatible with and does not relate harmoniously with
the surrounding neighborhood in that  the  neighborhood  consists
mainly of one (1) and two (2) story structures and the project is
three (3) stories.

      4.  The proposed project would be detrimental to the public
interest, health, safety, convenience, or general welfare in that
it diminishes the cultural and architectural heritage of the City
by eliminating structures built prior to 1930 which add character
to  the  neighborhood  and  City  and  a  sense   of   historical
continuity.

      5.  The proposed project should be denied approval  because
it  has not been subjected to environmental review as required by
the California Environmental Quality Act.
