SUBJECT: RECOMMENDATION TO ADD THE CONSTRUCTION OF THE RELOCATED
BIKE PATH BY CHANGE ORDER TO THE 1980-1990 STREET
RESURFACING CONTRACT NO. 5491
INTRODUCTION
This report requests that the City Council grant their permission
to add the construction work related to the relocation of the
bike path by change order to the 1989-1990 Street Resurfacing
Contract No. 5491. The contractor is Shawnan Construction Co.
and is capable of expeditiously accomplishing this work.
BACKGROUND
The existing bike path is located immediately in front of the new
Park Hyatt Hotel Project, One Pico and interferes with the
related SMARTS/One Pico Art Project. The Hotel is scheduled to
open in September, 1990 and the construction of the Art Project
will commence sometime in October, 1990. This requires
relocation of the bike path to the west to avoid the previously
mentioned interference. A conceptual layout of the relocated has
been submitted and approved by the Coastal Commission. The City
Engineer's staff is completing the necessary relocation plans,
construction details and specifications.
BUDGET/FINANCIAL ANALYSIS
Funds required:
Change Order $ 100,000
Contingencies 15,000
Total required $ 115,000
Engineer's estimate = $100,000
Appropriation authority is available in the following accounts:
$60,359 is currently encumbered in account
11-740-522-26690-8926-99178 for this project. In addition,
$47,300 is available in account 11-740-522-26690-8926-99178.
Finally, there is a cash balance of $63,995 in account
20-000-000-00000-9400-00073. $50,000 from account
20-000-000-00000-9400-00073 can be transferred to account
20-770-511-22487-8918-99156 for this project as well.
RECOMMENDATIONS
It is recommended that the City Council:
1. Grant permission to add the construction work related to the
relocation of the bike path at One Pico Center by negotiated
change order to the 1989-1990 Street Resurfacing Contract No.
5491; and
2. Authorize the City Engineer to issue related change orders
necessary to complete this additional work to the extent of
funds available in accordance with the administrative
instruction on change orders.
