4-B: Proclamation designating the week of October 20 - 26,
1991, as "Santa Monica Consumer's Week."
6-A: Approval of City Council minutes of September 24, and
September 30, 1991.
6-B: Ordinance for second reading and adoption amending Santa
Monica Municipal Code Sections 7137, 7143A, 7143B, 7143C
and 7143D relating to sewer service charges, introduced
October 1, 1991.
6-C: Resolution setting a public hearing on October 29, 1991,
for the formation of an underground utility district on
Olympic Boulevard from 5th Street to 11th Street and 14th
Street from Ocean Park Boulevard to Pearl Street.
6-D: Resolution waiving Certificate of Appropriateness, and
administrative planning fees for designated landmarks and
contributing structures within designated historic
districts.
6-E: Recommendation to authorize the City Manager to negotiate
and execute a loan agreement with the Los Angeles County
Transportation Commission.
6-F: Recommendation to authorize the City Manager to negotiate
and execute a professional services agreement with Hodges
& Shutt, for design of runway improvements at Santa Monica
Airport.
6-G: Recommendation to award a contract to Steiny and Company,
Inc., in the amount of $40,000 for the installation of a
new midblock pedestrian signal on Main Street between
Hollister Avenue and Ocean Park Boulevard.
6-H: Recommendation to award a contract to Paul Gardner
Corporation in the amount of $143,307 for the modification
of existing traffic signals at the intersections of 23rd
Street and Pico Boulevard, and Cloverfield Boulevard and
Pico Boulevard.
6-I: Certification of Statement of Official Action for appeal
of Tenant Participating Conversion 162, Vesting Tentative
Tract Map 50717, at 848 Pacific Street.
6-J: Recommendation to authorize the City Manager to designate
Parking Structure No. 2 as the site for Kids City Youth
Leadership Center and negotiate and execute a contract
with Carde Ten Architects for architectural and
engineering service in the amount of $73,000.
6-K: Award of Bid No. 2363 to Consolidated Fabricators Corp. at
specified unit prices for miscellaneous trash bin parts.
6-L: Award of Bid No. 2367 to Sentinel Guard Systems at $4,455
per month to provide security services for 612 Colorado
Avenue.
6-M: Resolution establishing new classifications and adopting
salary rates for Civil Engineer and Architect.
6-N: Resolution establishing two physically handicapped parking
zones adjacent to 1431 Ocean Avenue.
6-O: Resolution requesting the 1989-90 Los Angeles County "Aid
to Cities" Gas Tax Fund Allocation in the amount of
$111,638, and appropriation of funds for upgrading of
signals.
6-P: Authorization to provide additional three month interim
financing for a 30-unit new construction affordable
housing project (Garcia Apartments).
6-Q: Recommendation to award a contract to Unique Builders in
the amount of $604,250 for the restoration of the Billiard
Building on the Santa Monica Pier.
6-R: Recommendation to award a contract to DTEC Construction,
Inc., in the amount of $860,000 to build a youth center
for the Santa Monica Police Activities League (PAL).
6-S: Recommendation to cancel the regular meeting of City
Council on October 22, 1991, and hold the meeting on
October 29, 1991.
7-A: Appeal of a Planning Commission denial of
Tenant-Participating Conversion 150 at 2021 Cloverfield
Boulevard. Applicant/Appellant: Sunisa Pongputmong.
8-A: Ordinance for second reading and adoption amending Santa
Monica Municipal Code Section 3238L to expand Preferential
Parking Zone L around Santa Monica College, introduced
September 24, 1991.
9-A: Recommendation to adopt resolution for revised wastewater
rate structure and increase in connection fees.
9-B: Recommendation to direct the City Attorney to prepare a
Resolution of Intention and Zoning Ordinance amendments
regarding permit terms and extensions.
9-C: Resolution adopting the Local Coastal Program and
transmitting the Local Coastal Program to the California
Coastal Commission, continued from October 1, 1991.
9-D: Discussion regarding election and campaign financing
reforms.
9-E: Request for Closed Session for the purpose of considering
personnel matters and threatened litigation, pending
litigation and litigation to be commenced by the City. (A
list of pending litigation cases to be considered in
Closed Session is posted on the Council Chambers door and
is on file with the City Clerk.)
10-A: Public hearing on proposed streetlighting district on
Sixth Street between Santa Monica Boulevard and Arizona
Avenue.
10-B: Public hearing on assessment of costs to repair damaged
sidewalks, driveways and curbs at various locations
(SR-91-176).
10-C: Public hearing on adoption of the Main Street Master Plan
and direct the City Attorney to prepare ordinance.
11-A: Recommendation to appropriate $20,000 to provide technical
and staff assistance to the Charter Review Commmission.
13-A: Request of Brandon MacNeal to address Council regarding
1400 Third Street Promenade.
14-A: Recommendation to direct the City Clerk to publish Annual
Notice of Vacancy for the Pier Restoration Corporation.
14-B: Request of Mayor Abdo to discuss the waiver of fees for
use of Council Chambers by the State of California Public
Utilities Commission on Monday, October 28, 1991.
14-C: Request of Councilmember Zane to discuss interpretation
and intent of City ordinances protecting street trees.
14-D: Request of Councilmember Katz to discuss homeless
situation and the City Attorney's memo of October 7, 1991.
