14-A:  Request  of  Councilmember  Katz  to  discuss the homeless
       situation and the City Attorney's memo of October 7, 1991.

14-B:  Request  of  Councilmember  Holbrook  to  address  Council
       regarding out-door alcohol service  policy  on  the  Third
       Street Promenade.                                         

14-C:  Appointment  of  a   member  to  the   Mosquito  Abatement
       District.                                                 

14-D:  Request  of  Mayor  Abdo  to  discuss authorizing the City
       Attorney  to file Amicus Curiae Brief in the United States
       Supreme Court and allocate $25,000 for expenses.          

14-E:  Acceptance  of  letter  of  resignation from Randi Johnson
       from Recreation  and Parks  Commission and  authorize City
       Clerk to publish a Notice of Vacancy.
