 4-A:  Installation of the Mayor and Mayor Pro Tempore for  terms
       ending in November 1992.                                  

 6-A:  Approval of City Council minutes of November 12, 1991.    

 6-B:  Ordinance for adoption and second reading authorizing  the
       City to  impose  an  assessment  on  businesses  within  a
       parking and business improvement area, introduced November
       12, 1991.                                                 

 6-C:  Ordinance  for  adoption  and  second reading amending the
       contract between the City of Santa Monica and the Board of
       Administration   of   the   California   Public  Employees
       Retirement  System (PERS), permitting  military service to
       be credited toward PERS benefits, introduced November  12,
       1991.                                                     

 6-D:  Ordinance  for  adoption   and  second  reading   amending
       Municipal Code  Section  3238O  relating  to  Preferential
       Parking Zone O on  21st and 22nd Streets  between Wilshire
       Boulevard  and California Avenue,  introduced November 12,
       1991.                                                     

 6-E:  Ordinance for adoption  and second reading  establishing a
       moratorium on  multifamily  residential  development  with
       certain exemptions in order to comply with Proposition  R,
       introduced November 19, 1991.                             

 6-F:  Resolution accepting and approving a Final Subdivision Map
       for Parcel  No. 22723 for a  4-unit condominium project at
       3003 Second Street.                                       

 6-G:  Resolution accepting and approving a Final Subdivision Map
       for Tract No.  50120  for  a  6-unit  tenant-participating
       conversion project at 2702 11th Street.                   

 6-H:  Resolution supporting the  Los Angeles County  Park, Beach
       and Recreation Act of 1992.

 6-I:  Recommendation to authorize the City Manager to  negotiate
       and execute contracts  for the  preparation of  design and
       construction bidding documents with Sasaki Associates  for
       Palisades  Park and Clark and Green Associates for Lincoln
       Park.

 6-J:  Recommendation to authorize the City Manager to  negotiate
       and  execute an agreement with International Teletrac Inc.
       in an amount of $131,779  to supply and install a  vehicle
       locating system for the Santa Monica Municipal Bus Line.

       unit affordable housing project.

 6-L:  Recommendation to authorize the City Manager to  negotiate
       and  execute an agreement with the City of Los Angeles for
       dry-weather low flow diversions  at the Pico Kenter  storm
       drain.

 6-M:  Recommendation to appropriate funds for the acquisition of
       property  at 505  Olympic Boulevard  for expansion  of the
       Santa Monica Municipal Bus Line yard, contingent upon  the
       approval  for  funding   by   the   Los   Angeles   County
       Transportation Commission (LACTC).

 8-A:  Ordinance for  adoption and  second reading  extending the
       City   wide  moratorium   on  non-residential   and  hotel
       development, introduced November 12, 1991.                

 9-A:  Request for Closed Session for the purpose of  considering
       personnel   matters  and  threatened  litigation,  pending
       litigation and litigation to be commenced by the City.  (A
       list of pending  litigation  cases  to  be  considered  in
       Closed Session is posted on the Council Chambers door  and
       is on file with the City Clerk.)                          

10-A:  Public hearing on proposed streetlighting district on 24th
       Street between Wilshire Boulevard and Arizona Avenue.

11-A:  Recommendation  of  the  Pier  Restoration  Corporation to
       adopt  the Public  Policy Statement  for the  Santa Monica
       Pier.                                                     

11-B:  Recommendation  of  the  Pier  Restoration  Corporation to
       adopt  the Alcoholic Beverage Service Policy for the Santa
       Monica Pier.                                              

11-C:  Recommendation  of  the  Charter  Review  Commission   for
       funding for research assistance.                          

12-A:  Resolution  authorizing  the  City  Manager  to  execute a
       Memorandum of  Understanding  with  the  Supervisory  Team
       Associates (STA).  (To be considered in Closed Session).  

12-B:  Resolution  authorizing  the  City  Manager  to  execute a
       Memorandum  of  Understanding  with  the  Management  Team
       Associates (MTA).  (To be considered in Closed Session).  

13-A:  Request  of  Jean-Marie  Webster  and  Patricia  Spivak to
       address  Council regarding dogs exercising  off a leash in
       designated parks and remote areas of the beach.           

14-A:  Request of Mayor Pro Tempore Genser to discuss support for
       the Cable Consumer  Protection  Act  of  1991  (HR  3560),
       continued from November 19, 1991.                         

14-B:  Request  of  Councilmember  Zane  to  discuss a policy for
       conversion of the  City fleet  to low-emission  and energy
       efficient vehicles, continued from November 19, 1991.     

14-C:  Request of Councilmember Katz to discuss rate increases by
       Century Cable, continued from November 19, 1991.          

14-D:  Appointment  of  member   to  the  Recreation   and  Parks
       Commission.                                               

14-E:  Acceptance of  a letter  of resignation  from M.  Rosemary
       Martinez  from  the   Social   Services   Commission   and
       authorization  to  the  City  Clerk  for  publication of a
       Notice of Vacancy.
