CITY COUNCIL MINUTES

DECEMBER 10, 1991

A special meeting of the Santa Monica City Council was called to order
by Mayor Genser at 7:07 P.M. on Tuesday, December 10, 1991, at the
Santa Monica Civic Auditorium, 1855 Main Street, Santa Monica,
California.

Councilmember Katz led the assemblage in the Pledge of Allegiance to
the Flag of the United States of America.

A moment of Inspiration was provided by the Santa Monica College Madrigal
Singers.

Mayor Genser opened the floor to The Santa Monica Task Force on
Homelessness and introduced its members, Polly Benson-Brown, Conway
Collis, Daphne Dennis, Sharon Gilpin, Rabbi Mel Gottlieb, Chris
Jackson, Dan Kingsley, Paul Koegel, Peter Lewi, Rhonda Meister,
William Mortensen, Vivian Rothstein, Rev. Donald Shelby, Jeanne Segal,
Madeleine Stoner, Derrell Tidwell, Mona Lisa Williams and Michele
Wittig, and Santa Monica City staff members Julie Rusk and Debby
Maddis. Members of the Task Force presented their recommendation and
findings. Mayor Genser, on behalf of the Council, thanked the members
of the Task Force for their diligent effort in researching the issue
'and developing the recommendations and findings contained in their report.

10-A: HOMELESS TASK FORCE: Presented was the public hearing to
consider the Santa Monica Homeless Task Force findings and
recommendations. Councilmember Katz moved to accept requests to speak
until 9:30 P.M. and to limit each speaker to two minutes. Second by
Councilmember Holbrook. The motion was unanimously approved. Mayor Genser
declared the public hearing open at 7:15 P.M. Members of the public
Faie Males, Walt Reynolds, Margaret Williams, Marc Grobman, Glenn
Robinette, Suzanne Brewer, Jean Sedillos, Toby Lieberman, Michael Dear,
Alan Redhead, Jerry Rubin, Alice Fisher, Greg Garland, Bruria Finkel,
Tom Mayo, Millie Rosenstein, Robin Whyte, Irene Zivi, Dee Pack, Laurie
Gould, Jan Ludwinski, Richard Allen, and Dick Lawrence spoke in
support of the Task Force recommendations. Members of the public

Joe Pipersky and Bill Butler spoke in support of the Task Force
recommendations and in opposition to the proposed funding method.
members of the public Michael Burnside and Frank Bateman expressed
their concerns. Member of the public John Jurenka spoke in opposition
to increased social services. member of the public Fred Fitzgerald
suggested designating a camp facility north of the pier and closing
parks from dusk to dawn. Member of the public Carolyn Bull spoke in
support of Ocean Park Community Center and the Daybreak program, and
spoke of the plight of the homeless. Member of the public Jennifer
Wolch spoke in support of the Task Force recommendations and in
support of encampments as well as a regional approach to solving the
problem of homelessness. Member of the public Bernice deLeon suggested
the implementation of a "March of Dollars" program to build homes for
the homeless. Member of the public Patricia Dixon spoke in support of
the Task Force recommendations and low income housing. Member of the
public Jennifer Rafeedie discussed the FAITH program. Member of the
public Dolores Press spoke in support of the Task Force
recommendations and rent control. Member of the public Gerald Newport
spoke in support of year-round emergency housing. Member of the public
Bill Coleman spoke in support of the Task Force recommendations and
urged that a financial study be completed before implementation of
same.

At 9:30 P.M., Council adjourned- for a short recess. Council
reconvened at 9:43 P.M. with all members present.

Members of the public Donna Alvarez and Archie Arzooyan spoke in
support of the Task Force recommendations and in opposition to the
proposed funding method. Member of the public Doug Brown urged that a
financial study be completed before implementation of the Task Force
recommendations. Members of the public Geraldine Moyle, Allen
Nicholson, Jay Johnson, Bill Spiegel, Joanne Leavitt, Patricia
Hoffman, Bruce Cameron, Ethel Gullette, Theresa Bonpane, Larry
Williams, Stephen Alpert, Tom Snyder, Jon Stevens, Louise Dobbs,
Elizabeth Bloom, Julie Absey, Verica Popovich, Doris Ganga, and
Priscilla Thiry spoke in support of the Task Force recommendations.
Members of the public Joy Fullmer, Beloved Quail, and Duke Kelso expressed
their concerns. Members of the public Annette Gordon, Alana Shindler,
and Blase Bonpane spoke in support of the recommendations and in
support of encampment in parks until alternative housing is provided.
Member of the public Malcolm Gordon spoke of the victimization of the
homeless. Member of the public Doug Stevenson discussed service. Member of
the public Robert Freeman urged that this issue be placed on the ballot
for approval of the allocation of funds. Member of the public Cathy
O'Neill encouraged Council to place a greater emphasis on regional
solutions to the homeless problem. Member of the public Cindy McQuade
spoke in support of the Task Force recommendations and in support of
the concept of "March of Dollars" and script program.

Councilmember Zane moved to extend the meeting to 11:30 P.M. Second by
Councilmember Katz. The motion was unanimously approved.

Member of the public Jean Holbrook spoke in support of the
antiencampment ordinance, expressed concern with financing of the
recommendations, and urged employing the services of an independent
evaluator f or the programs which are chosen to be funded and only
funding those programs which are ef f ective in returning the
homeless people to the mainstream. Members of the public Genise
Schnitman and Addison Goodson spoke in support of the Task Force
recommendations.

Mayor Genser closed the public hearing at 11:07. Discussion was held.

The item was continued to the meeting of December 17, 1991.

10-B: ASSESSMENT DISTRICT: The public hearing on establishing an
assessment district for street reconstruction on Lincoln Court
between Olympic Boulevard and Michigan Avenue was continued to the
meeting of December 17, 1991.

10-C: SIDEWALKS/DRIVEWAYS/CURBS: The public hearing on assessment of
costs to repair damaged sidewalks, driveways and curbs was continued
to the meeting of December 17, 1991.

ADJOURNMENT: At 11:10 P.M., the meeting was adjourned in memory of
Raul Gomez and Nola Kurtz.
