SUBJECT:  Recommendation To  Award  A  Contract  To  Remodel  The
          Restroom/Shower  Facilities At Memorial Park

Introduction

This report recommends that the City Council award a contract for
the   construction   of   an   addition  and  remodeling  of  the
restroom/shower facilities at Memorial Park to  Max  Construction
Company,   the  lowest  responsible  bidder,  in  the  amount  of
$57,495.00.

Background

During the 1990-91 budget process, City Council approved  funding
to   expand,  remodel  and  refurbish  the  restroom  and  shower
facilities at  Memorial  Park.   There  are  currently  four  (4)
showers  at Memorial Park.  This project will increase the number
of showers to eight (8).  The restrooms will also be modified  to
provide  for  handicap  accessibility.  This project will greatly
improve the quality of these facilities  for  users  of  Memorial
Park.
A Notice Inviting Bids was published on February 11 and 12, 1991,
in  the Evening Outlook, four construction journals, and was sent
to eight WMBE associations.  Plans and Specifications were issued
to twelve (12) contractors.  Bids were received and read publicly
on March 18, 1991 , by  the Deputy City  Clerk.    Six  (6)  bids
were received as follows:

         Max Construction .............$  57,495.00
         Noel Tomberlin ...............$  71,000.00
         CDAD .........................$  73,700.00
         Westworld, Inc. ..............$  79,000.00
         C. R. Moore, Inc. ............$  82,000.00
         Kevin Kraus ..................$  89,400.00

The low bidder, Max Construction Company, supplied the City  with
three   (3)   references.    All  references  reported  that  the
contractor's work was satisfactory.

Budget/Financial Analysis

         Funds required are as follows:

          Contract      $  57,495.00
          Contingencies    22,998.00

          Total         $  80,493.00

Funds are available in the "Renovate Memorial Park  Showers"  CIP
account numbers:

Recommendations

It is recommended that the City Council:

          1.    Award a contract to remodel  the  restroom/shower
                facilities  at Memorial Park to Max Construction,
                the lowest responsible bidder, in the  amount  of
                $57,495.00; and

          2.    Authorize  the  City  Engineer   to   issue   any
                necessary  change  orders  to complete additional
                work in conformance with the
                Administrative  Instructions on change orders.
