SUBJECT:  Resolution Waiving Competitive Bidding and  Authorizing
          the  City  Manager  to Negotiate and Execute a Contract
          for Emergency Repair of Sewer Lines.

INTRODUCTION

This report requests that the City  Council  adopt  the  attached
resolution  waiving  competitive  bidding  and authorize the City
Manager to negotiate and execute a contract for emergency  repair
of  sewer  lines  with  Insituform  Southwest  in  the  amount of
$369,175.00.  There are severe root problems in the sewers  which
could  easily cause backups and significant damage if not relined
within the next few weeks.  As recent  as  February  1991,  there
have  been  backups  as  a  result  of heavy root intrusion.  The
contract involves a specialized  method  of  sewer  repair  along
approximately 4,200 feet of eight (8) inch sewer at La Mesa Drive
between Twenty-Sixth and San Vicente Boulevard and on  Nineteenth
Street easement between Marguerite Avenue and Montana Avenue.

BACKGROUND

The Instituform process for sewer repair involves installation of
a  fiberglass  lining  in  damaged  sewer  mains  without  costly
excavation or  replacement  and  thus  allows  sewer  repairs  at
inaccessible  rear  yard  easements throughout the City.  Besides
stopping  leakage,  this  process  increases  flow  capacity  and
prevents root intrusion, corrosion, and abrasion.

Staff  has  met  with  other  cities  and   government   entities
(including  the  City  of Los Angeles, County of Los Angeles, and
Department of Water and Power)  and  determined  that  Insituform
Southwest  is  the  only  firm  known that can perform the needed
sewer repair work  without  excavation.   This  firm  has  unique
machinery that will both line the defective sewer main and remove
the lining, at each sewer service, without trenching.   Alternate
products  can  line  the  sewers  but  require  extremely  costly
excavation at  each  service  connection  to  clear  the  blocked
service  line.   This firm has been used successfully by the City
in the  past for six similar type projects.

Funds in the amount of $400,000.00 are available in  CIP  Account
No. 31-760-661-24391-8928-99125, "Wastewater Main Relining".

RECOMMENDATION

It is recommended that City Council:

          (1)  Adopt the attached resolution waiving  competitive
               bidding    for    emergency   sewer   repairs   of
               approximately 4,200 feet of eight (8)  inch  sewer
               on various streets;

          (2)  Authorize  the  City  Manager  to  negotiate  with
               Insituform Southwest and execute a contract in the
               amount   of   $369,175.00   for   the    foregoing
               design/construction; and

          (3)  Authorize the City Engineer to issue any necessary
               change  orders  to  complete  additional  work  in
               conformance with the Administrative Instructions.

          OF  SANTA  MONICA AUTHORIZING THE CITY MANAGER
          TO  NEGOTIATE  AND  EXECUTE  A  CONTRACT   FOR
          EMERGENCY SEWER REPAIR ON A PORTION OF LA MESA
          DRIVE  BETWEEN  TWENTY-SIXTH  STREET  AND  SAN
          VICENTE   BOULEVARD   AND   NINETEENTH  STREET
          EASEMENT BETWEEN MARGUERITE AVENUE AND MONTANA
          AVENUE

          WHEREAS,  a  portion   of   La   Mesa   Drive   between
Twenty-Sixth  Street  and  San  Vicente  Boulevard and Nineteenth
Street Easement between Marguerite Avenue and Montana Avenue  are
in urgent need of sewer main repairs due to breaks and leakages,

          NOW THEREFORE, THE CITY COUNCIL OF THE  CITY  OF  SANTA
MONICA DOES RESOLVE AS FOLLOWS:

          SECTION  1.   In  accordance  with  Santa  Monica  City
Charter Section 608, the City Council finds that the improvements
are of urgent necessity for the preservation of life,  health  or
property and on that basis waives competitive bidding.

          SECTION 2.  The City Manager is authorized to negotiate
and   execute  a  contract  with  Insituform  Southwest  for  the
completion of sewer main repairs on a portion of  La  Mesa  Drive
between   Twenty-Sixth  Street  and  San  Vicente  Boulevard  and
Nineteenth Street Easement between Marguerite Avenue and  Montana
Avenue.

          SECTION  3.   The  City  Clerk  shall  certify  to  the
adoption  of  this Resolution, and thenceforth and thereafter the
same shall be in full force and effect.
