Subject:   Recommendation to Donate an Obsolete Chevrolet Malibu
           Automobile to the Santa Monica Police Activities
           League For An Auto Repair Class

Introduction

This report concerns the donation of an obsolete Chevrolet Malibu
automobile to the Santa Monica Police Activities League (PAL) for
use in an auto repair class offered by volunteer police  officers
to PAL youth.

Background

The PAL program was organized two years ago to serve the youth of
Santa  Monica by providing recreational, educational and cultural
activities.  The programs are offered under Police and Recreation
staff  supervision.   Volunteer  officers  and  community members
teach the individual activities.   For  the  auto  repair  class,
several  police  officers  have  agreed  to teach the class and a
local Chevrolet dealer will  donate  the  necessary  parts.   The
class  will   provide  a  worthwhile  learning experience for the
youth who have expressed interest in learning  automotive  repair
skills.

A Chevrolet Malibu has been identified in the  Police  Department
fleet  which  was  purchased  in  1983  and now requires too much
maintenance to remain in operation.

Budget/Financial Impact

Once donated, the value of the automobile will  be  deleted  from
the City asset list.

Recommendation

Because the automobile is obsolete and there is a benefit to  the
youth   of   the   PAL   program,   staff   recommends  that  the
aforementioned Chevrolet Malibu automobile be donated to PAL.
