4-A: NATIONAL LIBRARY WEEK/CANCER AWARENESS MONTH: Mayor Pro
Tempore Abdo presented a proclamation declaring April 5, through
April 11, 1992, as "National Library Week" in the City of Santa
Monica, and a proclamation declaring the month of April 1992 as
"Cancer Awareness Month" in the City of Santa Monica.
Councilmember Zane moved to add an emergency item to the agenda
for Council to discuss the emergency conditions for the drought.
Second by Mayor Pro Tempore Abdo. The motion was unanimously
approved, Mayor Genser absent. Council asked questions of staff.
8-A: STANDARDS FOR LIGHTING: The ordinance for introduction and
first reading amending Santa Monica Municipal Code Section
9040.27 regarding standards for lighting was continued to the
meeting of April 21, 1992.
8-B: PROPERTY DEVELOPMENT STANDARDS/RVC DISTRICT: The ordinance
for introduction and first reading amending Santa Monica
Municipal Code Section 9015.6 regarding property development
standards in the RVC District was continued to the meeting of
April 21, 1992.
Councilmember Zane moved to consolidate Item Nos. 10-A and 11-A
and continue the public hearing from tonight to the meeting of
April 21, 1992, and give the appellant the choice of making the
presentation or appeal and also give the public the choice of
speaking tonight or April 21st. Second by Councilmember Katz.
Discussion was held. Councilmember Zane moved to alter his
motion that 1) with regard to Item No. 10-A, the staff report be
presented, Council ask questions of staff, open the public
hearing and continue it to the meeting of April 21, 1992, at
which time members of the public may speak either at this evening
or the meeting of April 21st, with Council deliberations being
held at the meeting of April 21st; 2) with regard to Item No. 11-
A, conduct the public hearing this evening and have deliberations
at the meeting of April 21, 1992. Second by Councilmember Katz.
Discussion was held. The motion was unanimously approved, Mayor
Genser absent.
9-A: CLOSED SESSION: Held at end of meeting.
10-A: SANTA MONICA PIER RESTORATION: Presented was the public
hearing on appeal of Planning Commission approval of Final EIR
90-007, DR 91-006, RPP 91-008 and Council consideration of Zoning
Ordinance Text Amendments 91-006 and 91-007 for the proposed
development on the Santa Monica Pier. Applicant: Santa Monica
Pier Restoration Corporation. Appellant: Diane Simpson.
Council asked questions of staff.
Staff Report
At 9:57 P.M., Council adjourned for a short recess. Council
reconvened at 10:15 P.M. with all members present except Mayor
Genser.
10-A: RESUMED: Members of the public Joy Fullmer and Ken
Schonlau expressed their concerns. Member of the public Greg
Spiess spoke in support of the proposed development. Members of
the public John Weyand and Jennifer Polhemus spoke in opposition
to the proposed development. By council action earlier in the
meeting, this item was continued to the meeting of April 21,
1992.

11-A: ALCOHOL POLICY/SANTA MONICA PIER: Presented was the staff
report recommending establishment of an alcohol policy for the
Santa Monica Pier. Council asked questions of staff. Members of
the public Don Girard and Edwin Pearl spoke in support of the
alcohol policy. Member of the public Joy Fullmer expressed her
concerns. Members of the public Stephanie Barbanell, Ken
Schonlau, and Jennifer Polhemus spoke in opposition to the
alcohol policy. Councilmember Katz was excused from the meeting
at 11:02 P.M. Councilmember Zane moved to extend the meeting to
11:15 P.M. Second by Councilmember Holbrook. The motion was
approved, Councilmember Katz and Mayor Genser absent. Member of
the public Matt Kramer spoke in support of the alcohol policy.
By Council action earlier in the meeting, this item was continued
to the meeting of April 21, 1992 for Council deliberation only.

11-B: PROPOSED ALCOHOL RELATED ORDINANCES/LOS ANGELES COUNTY
PLANNING COMMISSION: Presented was the Planning Commission
recommendation regarding the City's position of proposed alcohol
related ordinances to be considered by Los Angeles County
Planning Commission. Member of the public Joy Fullmer expressed
her concerns. Members of the public Stephanie Barbanell and
Jennifer Polhemus spoke in opposition to exempting restaurants
from the CUP process for alcohol sales. Council asked questions
of staff. Discussion was held. Councilmember Zane moved to urge
the County of Los Angeles to amend its ordinances to require a
CUP for restaurants for alcohol sales (although note to them that
the City of Santa Monica exempts restaurants of 50 seats or
less). Second by Mayor Pro Tempore Abdo. The motion was
approved by the following vote:

15: PUBLIC INPUT: Member of the public Joy Fullmer discussed
free speech, affordable housing, and speaking at City Council
meetings. Councilmember Zane moved to extend the meeting to
11:30 P.M. Second by Councilmember Holbrook. The motion was
unanimously approved, Councilmember Katz and Mayor Genser absent.
Member of the public Art Casillas reported on problems in the
Pico Neighborhood. Councilmember Holbrook moved to hear a late
chit. Second by Councilmember Vazquez. The motion was
unanimously approved, Councilmember Katz and Mayor Genser absent.
Member of the public Stephanie Barbanell advised that April is
National Alcohol Awareness Month and discussed the Alcohol
Beverage Control.
9-A: CLOSED SESSION: At 11:21 P.M., Council adjourned to Closed
Session for the purpose of considering the case of Connole v.
City of Santa Monica, et al., Santa Monica Superior Court Case
No. WEC 118 095.
At 12:30 A.M., Council reconvened with all members present except
Councilmembers Katz and Olsen, and Mayor Genser.
Councilmember Holbrook moved to approve settlement in the case of
Connole v. City of Santa Monica, et al., in the amount of
$87,500. Second by Mayor Pro Tempore Abdo. The motion was
approved by the following vote:
