SUBJECT:  Ordinance Adding Section 4202B To The Santa Monica
          Municipal Code Prohibiting Encampments in Public
          Places

    At its meeting on April 7, 1992, the City Council  introduced
for  first reading an ordinance adding Section 4202B to the Santa
Monica Municipal Code regarding  encampments  in  public  places.
The ordinance is now presented to the City Council for adoption.

                         RECOMMENDATION

    It is respectfully recommended that the accompanying
ordinance be adopted.
