SUBJECT:  Recommendation to Award a Contract for the Construction of  a  Noise
          Barrier and Aircraft Wash Rack at the Santa Monica Municipal Airport

Introduction

This report requests that City Council award a contract for  the  construction
of  a  noise  barrier  and an aircraft wash rack at the Santa Monica Municipal
Airport to Excel Paving Company, the lowest  responsible  bidder  meeting  the
Federal  Aviation Administration (FAA) requirements for Disadvantaged Business
Enterprise (DBE), in the amount of $173,920.00.

Background

In accordance with the  Airport Master Plan, an acoustically  engineered  wall
is  to  be constructed at the end of the runway to deflect noise from aircraft
runups and turbine engine blast from  larger  aircraft  initiating  departure.
The  noise  barrier is a wall designed to deflect noise back to the airside of
the airport and partially absorb sound.

The current airplane wash rack is being improved to comply with  recent  storm
water  discharge regulations mandated by the State and Federal government.  At
present, the grime from aircraft is rinsed directly onto the ground and drains
into  the  storm  drain  system.   The  proposed  wash  rack  includes a water
clarifier that will capture the waste water and filter out  foreign  particles
and  chemicals.   The clarified waste water will then be disposed of using the
sewer system.

Funds for both capital projects  were  appropriated  by  City  Council  in  FY
1989-90.  The noise barrier is eligible for a 90% reimbursement from the FAA.

Discussion

A Notice Inviting Bids was published January 16 and 17, 1992 in the Outlook as
well  as  several construction journals.  Bidding documents were sent to eight
WMBE associations.  Bidding packages were requested by  28  contractors.   The
City  received  12 bids and on February 18, 1992 they were publicly opened and
read aloud by the Deputy City Clerk.

The City Engineer's estimated cost of this project is $150,000.

In accordance with FAA funding requirements, all bids  were  reviewed  by  the
FAA.   The  low  bidder,  F  &  S  Construction,  did  not  meet  the  13% DBE
participation required by the FAA and  their  bid  is  non-responsive.   Excel
Paving  Company,  the second lowest bidder, meets the DBE requirements and has
been accepted by the  FAA.   Four  references  were  contacted  and  all  were
satisfied   with   the  quality  of  work  performed  by  Excel  Paving.   The
contractor's license was verified to be in good  standing  by  the  California
State Contractor's License Board.

Budget/Financial Impact

The cost of the wash rack is built into  the  tie  down  charges  assessed  to
aircraft owners.

There are sufficient funds in both accounts to pay for this project.

Recommendation

It is recommended that City Council:

1.    Award a contract for the construction of an Aircraft Wash Rack and Noise
      Barrier  at  the Santa Monica Municipal Airport to Excel Paving Company,
      in the amount of $173,920.00.

2.    Authorize the City Engineer to issue any  necessary  change  orders  and
      complete   additional   work  in  conformance  with  the  Administrative
      Instructions on change orders.
