SUBJECT:  Recommendation to Award  Bid  to  Furnish  and  Deliver
          Butterfly   Valves   with   Electric  Motor  Operators,
          Bid #2408

Introduction

This  report  concerns  award  of  bid  to  furnish  and  deliver
butterfly  valves  with  electric  motor  operators for the Water
Division, General Services Department, in  the  total  amount  of
$18,050.69, including applicable sales tax.

Background

In response to published Notices Inviting Bids (published April 2
and  3,  1992)  to  furnish  and  deliver  butterfly  valves with
electric motor operators in accordance with City  specifications,
bids  were  received  and  publicly  opened and read on April 22,
1992.  Proposal forms were mailed to  nine  vendors  and  notices
were  advertised  in  accordance  with City Charter and Municipal
Code provisions.  Three proposals were received as follows:

     Valve Systems & Controls                   $3,335.00 ea
     Western Water Works Supply Co.             $3,854.00 ea
     Davis Taylor-Jett                          $4,565.00 ea

The valves will be used to replace the motor operated  valves  at
San Vicente Pump Station which are over 20 years old.

Staff has evaluated the low bid and  finds  that  it  meets  City
specifications.

Budget/Financial Impact

Fiscal Year 1991/92 appropriation authority for this purchase  is
in  the  Water  Division,  General  Services  Department, account
number 25-500-671-00000-8802-00000.

Recommendation

It is recommended that the award of Bid #2408 be  made  to  Valve
Systems  &  Controls in the total amount of $18,050.69, including
applicable tax, as the lowest and best bidder.
