SUBJECT: Recommendation to Hold a Public Hearing for Establishing an
Assessment District for the FY 1991-92 Street Resurfacing Program
and Appurtenant Work
Introduction
This report requests that City Council hold a public hearing for establishing
an assessment district to construct concrete gutters; resurface streets; and
repair damaged sidewalks, driveways, curbs and remove damaged pavement in
parkway areas. These improvements are part of the FY 1991-92 Street
Resurfacing Program at various commercial, industrial and residential
locations in the City.
Background
On April 14, 1992, City Council adopted Resolution No. 8376 (CCS) setting a
Public Hearing for May 12, 1992. The hearing will be held to hear protests
concerning the gutter construction; street resurfacing; parkway pavement
removal; and repair of curb, sidewalk and driveway construction at various
locations in the City. The Street Superintendent, the City Engineer, the
Maintenance Manager and the Street Maintenance Superintendent inspected and
evaluated the streets that ranked high on the "Pavement Management System
Report" as streets in need of repair. The criteria used to determine which
streets are to be resurfaced and the method of repair includes: age, surface
and subsurface conditions, complaints received, type of use (i.e., commercial
and residential), current traffic volume, and projected change of use or
volume of the streets. Notices of the public hearing were mailed to property
owners and posted on the streets on April 27, 1992, in accordance with the
State Law.
In accordance with a 1981 City Council policy, residential properties are
assessed one half the cost of removal and replacement of damaged curbs,
sidewalks, driveways and the removal of damaged parkway pavement. Commercial
properties are assessed the full cost of repair of this work.
Residential properties are not assessed for new gutter construction or street
resurfacing; however, commercial and industrial property owners are assessed
the full cost. The proposed assessments are designed so that each commercial
and industrial property owner pay the same unit cost regardless of the width
of the street on which their property fronts. Consistent with the present
policy for assessing commercial and industrial properties, this assessment
will be a cash assessment and no bonds will be issued. The total estimated
assessment for a commercial or industrial property owner with a 50 foot lot,
would be $450.00 for resurfacing, and $575.00 for new gutter construction.

The assessment district will be administered in accordance with the procedures
set forth in the Improvement Act of 1911 of the California Streets and
Highways Code. This is a project that is phased from a construction
standpoint over a four month period. Also, work normally proceeds one street
at a time. In no case will the contractor be working on more than two streets
at once.
Budget/Financial Analysis
The assessment district will generate revenues of approximately $60,000 for FY
1992-93 which will be deposited in Revenue Account No.
01-500-401-00000-0124-10000, "Street Resurfacing Assessments." Cash revenues
will be received in FY 1992-93. Any unpaid assessments will be placed on the
1993-94 tax roll. The estimated cost for the 1991-92 Street Resurfacing
Program is $600,000. There is $622,400 budgeted in various accounts for this
program.

No additional appropriation is needed. A list off affected property owners
will be available to Council at the time of the public hearing.
Recommendation
It is recommended that City Council:
1. Open the public hearing;
2. Close the public hearing; and
3. Adopt the attached Resolution establishing an assessment district for
gutter construction; street resurfacing; and repair of damaged sidewalks,
driveways and curbs and the removal of damaged parkway pavements on the
above named streets.

As described in Section 1, all within the City of Santa Monica, be,
and the same and are hereby, overruled and denied.
SECTION 3. Pursuant to Streets and Highways Code Section 5880, the
Street Superintendent is directed to commence the construction of concrete
gutters and street resurfacing sixty (60) days after giving notice. Section
5614 calls for the Street Superintendent to repair damaged sidewalks,
driveways and curbs two (2) weeks after giving notice and where property
owners have not diligently and without interruption prosecuted the repair work
to completion.
SECTION 4. The City Clerk shall certify to the adoption of this
Resolution, and thereafter the same shall be in full force and effect.

INTRODUCTION
This report provides the City Council with information related to the
narrowing of Main Street as approved by the City Council in November 1991.
BACKGROUND
As part of the approval of the Main Street Master Plan and Ordinance
Revisions, the City Council directed staff to proceed on a temporary basis
with the narrowing of Main Street from two lanes in each direction to one lane
in each direction with left turn lanes. The implementation of the temporary
improvements will occur after the Main Street water main improvements are
completed. The water main construction is anticipated to be completed in
early June and the restriping for the narrowing will take place shortly
thereafter.
Staff is coordinating the proposed General Services improvements with the
temporary restriping of Main Street. The restriping will be in place for
approximately six months during which time staff will evaluate the traffic
impacts and return to Council with a recommendation on whether or not the
street narrowing should become permanent. Depending on the extent of the
permanent improvements, implementation may take up to two years.
In January, after the evaluation is completed, the streets will be resurfaced
and sidewalk/gutter repairs will be undertaken. Temporary repairs to the
sidewalks will be conducted in the interim.
BUDGET/FINANCIAL IMPACT
The recommendation presented in this report does not have a budget or fiscal
impact.
