SUBJECT:  Recommendation to Award Bid  to  Furnish,  Deliver  and
          Mount  Two  (2) 16 Cubic Yard Rearloading Refuse Packer
          Bodies to City Owned 41,000 Gross Vehicle Weight  Rated
          (GVWR) Cab and Chassis, Bid #2401

Introduction

This report concerns award of bid to furnish, deliver  and  mount
two  (2)  16  cubic yard rearloading refuse packer bodies to City
owned 41,000 GVWR cab and chassis for the Solid Waste  Management
Division,  General  Services  Department,  in the total amount of
$58,445.00, including applicable sales tax.

Background

In  response  to  published  Notices  Inviting  Bids   (published
February 28,  1992  and  March 2,  1992)  to furnish, deliver and
mount two (2) 16 cubic yard rearloading refuse packer  bodies  to
City  owned  41,000  GVWR cab and chassis in accordance with City
specifications, bids were received and publicly opened  and  read
on  March 17,  1992.   Proposal  forms were mailed to twenty-five
vendors and notices  were  advertised  in  accordance  with  City
Charter  and  Municipal  Code  provisions.   Four  proposals were
received as follows:

     Ray Gaskin Service                           $58,455.00
     Heil Company                                 $65,220.62
     Haaker Equipment Company                     $86,567.52
     Dew Par Sales & Service                      $92,447.98

These semi-automated bodies will replace the refuse packer bodies
which  were sold to the City of Pasadena because they were "fully
automated" and not  appropriate  for  the  more  efficient  semi-
automated program now used in the City.

Staff has evaluated the low bid and  finds  that  it  meets  City
specifications.

Budget/Financial Impact

Fiscal Year 1991/92 appropriation authority for this purchase  is
in   the  Capital  Improvement  Program  Budget,  account  number
27-710-441-20092-8900-99005, "Refuse Vehicle Replacement."

Recommendation

It is recommended that the award of Bid  #2401  be  made  to  Ray
Gaskin  Service  in  the  total  amount  of $58,445.00, including
applicable tax, as the lowest and best bidder.
