SUBJECT: Award of Contract to Repair Various City Roofs and to
Construct Miscellaneous Building Improvements
Introduction
This report recommends that City Council award a contract to repair
various roofs at City facilities, replace the air conditioning system
at Information Systems Department in City Hall and install a fire
sprinkler system at the Santa Monica Municipal Pier to J. Cab and
Sons, Roofing Contractors, the lowest responsible bidder, in the
amount of $175,762.00.
Background
During the FY 1991-92 budget process, City Council approved funding to
replace and repair various City facility roofs. The criteria used was
based on age and the frequency of leaks noted by staff and maintenance
crews in addition to evaluations by an outside roofing consultant.
The roofs to be replaced and or repaired are:
- Arcadia Water Treatment Plant, which includes the following:
Lab and Garage
Mechanical and Storage Buildings
Industrial Waste Office
Control Building
Regeneration Pump Station
- City Yards-Water and Wastewater Division, which includes the
following:
Front Office Roofs
"Small" Metal Storage Building
- Park Buildings, which includes the following:
Clover Park-Modular Trailer
Douglas Park-Recreation Building
Lincoln Park-Dining Complex
The scope of work also includes replacing and upgrading the air
conditioning system in Information Systems Department at City Hall,
which serves the existing office area, and installing fire sprinklers
at the Santa Monica Pier as requested by the Santa Monica Fire
Department.
A Notice Inviting Bids was published on May 6 and 7, 1992, in The
Outlook. Plans and specifications were sent to five construction
journals, and was sent to seven WMBE associations. Plans and
specifications were issued to nine contractors. On May 18, 1992, five
bids were received, publicly opened and read aloud by the Deputy City
Clerk.
The Bids received were as follows:

City Engineer's Estimate $176,000.00
The low bidder, J. Cab and Sons, Roofing Contractors, supplied the
City with five references. All references reported that the
contractor's work was satisfactory. The California State Contractors
License Board (CSCLB) has verified that the prime contractor, J. Cab
and Sons, Roofing Contractors, has a "C-39" License and it is in good
standing.
The CSCLB verified the subcontractor for the air conditioning work,
LEC Service, Inc.'s license as "C-20" (Warm-Air Heating, Ventilating
and Air-Conditioning Contractor) and it is in good standing. The
CSCLB also verified the subcontractor for the fire sprinkler work,
Kimble & Company's license as "C-16" (Fire Protection Contractor) and
it is in good standing.

Recommendation
It is recommended that City Council:
1. Award a contract to J. Cab and Sons, Roofing Contractors, to
repair various City facility roofs, replace the air conditioning
system at Information Systems Department in City Hall and install
a fire sprinkler system at the Santa Monica Pier.
2. Authorize the City Engineer to issue any necessary change orders
to complete additional work in conformance with the
Administrative Instruction on change orders.
