SUBJECT:  Recommendation to Award  Bid  to  Furnish,  Deliver  and
          Install Flame Resistant Theatrical Drapes, Bid #2412

Introduction

This report concerns award of bid to furnish, deliver and  install
flame   resistant  theatrical  drapes  for  the  Civic  Auditorium
Division, Cultural and  Recreation  Services  Department,  in  the
total amount of $25,227.00, including applicable sales tax.

Background

Notices Inviting Bids were  published  May 15  and  18,  1992,  to
furnish,  deliver and install flame resistant theatrical drapes in
accordance with City specifications.  The drapes  were  originally
installed  in  1958  and have deteriorated to the point where they
are irreparable.

Bids were received and publicly opened and read on  June 4,  1992.
Proposal  forms  were  mailed  to  three  vendors and notices were
advertised in accordance with  City  Charter  and  Municipal  Code
provisions.  Three proposals were received as follows:

2.   Grosh Scenic Studios                             $25,952.93
3.   Barrett-Robinson, Inc.                           $26,600.00

Staff has evaluated the low bid and determined that it meets  City
specifications.   The  low bidder supplied numerous references and
all respondents reported that the bidders work was satisfactory.

Budget/Financial Impact

Fiscal Year 1991/92 appropriation authority for this  purchase  is
in   the   Capital   Improvement  Program  Budget  account  number
32-740-621-20092-8900-99275, "Replace Main House Drape."

Recommendation

It is recommended that the award of Bid #2412  be  made  to  Black
Sheep  Enterprises  in  the  total amount of $25,227.00, including
applicable tax, as the lowest and best bidder.
