SUBJECT:      Award of  Contract for  the Waterproofing  of Roofs
              and Walls at Santa Monica Municipal Airport

Introduction

This report recommends that City Council award a contract for the
waterproofing  at  Santa  Monica  Municipal  Airport  to   Kitson
Specialty Contracting,  Inc., the  lowest responsible  bidder, in
the amount of $94,019.00.

Background

The  Airport  Administration  Building  and Fixed Base Operations
Hanger Building were constructed in 1985.   Since then rain water
damage has  been documented  and investigated  and several repair
attempts have been made by the original contractor.  Water damage
continued to be reported in  several of the lease spaces  in both
buildings,  to the extent of sheeting  down the walls and windows
in the Airport  Administration Building.  Following  unsuccessful
attempts at repair and  subsequent  litigation  proceedings,  the
City  and  the  original  contractor  agreed that the City should
complete all  future repairs  at the  expense of  the contractor.
Staff subsequently investigated the problems with the  assistance
of a roofing consultant and has prepared plans and specifications
to remedy these problems.

Funding  for  this  project  is  available  in  a special Airport
Administration  Building  account   established   by   litigation
proceedings with the original contractor.
A Notice Inviting Bids  was published on May  11 and 12, 1992  in
The  Outlook, as well as  several construction journals.  Bidding
documents were sent to seven WMBE associations.  Bidding packages
were requested by three contractors.  The City received two bids,
which were publicly  opened and read  aloud on June  15, 1992, by
the Deputy City Clerk.

The bids received were as follows:

    Kitson Specialty Contracting, Inc.      $ 94,019.00
    Howard Ridley Company                   $122,050.00
    City Engineer's Estimate . . . . . . .  $100,000.00

The low bidder, Kitson  Specialty Contracting, Inc. supplied  the
City  with three  references.  All  references reported  that the
contractor's  work  was  satisfactory.   The  State  Contractor's
License Board  verified that the contractor's  license is in good
standing.

Funds      are       available      in       Account      Number:
33-710-631-22087-8912-99031, "Airport  Administration  Building",
in the amount of $102,858.66.

Recommendation

It is recommended that City Council:
1.  Award a contract for waterproofing  of  roofs  and  walls  at
    Santa   Monica   Municipal   Airport   to   Kitson  Specialty
    Contracting, Inc., in the amount of $94,019.00.
2.  Authorize the  City Engineer  to issue  any necessary  change
    orders to complete  additional work  in conformance  with the
    Administrative Instruction on change orders.
