SUBJECT:      Award  of  Contract  for  the  Surface  Repair  and
              Waterproofing of Douglas Park Ponds

Introduction

This report recommends that City Council award a contract for the
surface repair and waterproofing of Douglas Park Ponds to  Howard
Ridley Company,  the lowest responsible bidder,  in the amount of
$18,320.00.

Background

The Douglas  Park Ponds are  located at Douglas  Park on Wilshire
Boulevard and  Twenty Fifth  Street.  Last  year all  three ponds
were drained in  order to conserve  water.  Now that  some of the
drought  restrictions  have  been  lifted  staff  is preparing to
repair and refill  the ponds.  It  is important to  note that the
Parks Division has received numerous requests from park users  to
fill  the   ponds  as  they  were   perceived  as  a  significant
enhancement at the park.

When the ponds were drained, extensive cracking was discovered in
the concrete  pond  beds  which  will  require  repair  prior  to
refilling.  The proposed work includes filling or patching cracks
and  coating the ponds beds with a waterproof sealant.  This will
eliminate water seepage.

A Notice Inviting Bids was published on April 15 and 16, 1992  in
The  Outlook, as well as  several construction journals.  Bidding
documents were sent to seven WMBE associations.  Bidding packages
were requested by five  contractors.   The  City  received  three
bids, which were publicly opened and read aloud on May 18,  1992,
by the Deputy City Clerk.

The bids received were as follows:


    Howard Ridley Company              $ 18,320.00
    L. Monterastelli                     20,000.00
    Harbor Coatings International        23,450.00

    City Engineer's Estimate . . . . . $ 24,000.00

The bidder, Howard Ridley  Company, supplied the City  with three
references.  All  references reported that  the contractor's work
was satisfactory.  The State Contractor's License Board  verified
that the contractor's license is in good standing.

Funds      are       available      in       Account      Number:
01-740-511-20092-8900-99376,  "Douglas Park Ponds", in the amount
of $27,000.

Recommendation

It is recommended that City Council:

1.  Award  a contract for the surface repair and waterproofing of
    Douglas Park Ponds to Howard Ridley Company in the amount  of
    $18,320.00.

2.  Authorize the  City Engineer  to issue  any necessary  change
    orders to complete  additional work  in conformance  with the
    Administrative Instruction on change orders.
