FROM: City Staff

SUBJECT: Recommendation to Award Bid to Furnish and Deliver
Butterfly Valves with 5 foot Extension and Electric
          Motor Operators, Bid #2415

Introduction

This report concerns award of bid to furnish and deliver butterfly
valves with 5' extension and electric motor operators for the
Water Division, General Services Department, at specified unit
prices, plus applicable sales tax.

Background

In response to published Notices Inviting Bids (published May 25
and 26, 1992) to furnish and deliver butterfly valves with
5' extension and electric motor operators in accordance with City
specifications, bids were received and publicly opened and read on
June 3, 1992. Proposal forms were mailed to ten vendors and
notices were advertised in accordance with City Charter and
Municipal Code provisions. Seven proposals were received as
follows:

                                                  UNIT PRICE

     CS Company $4,372.28
     Valve Systems & Controls $4,441.25
     Westburne Supply $4,507.10
     Davis Taylor-Jett $4,600.00
     Wells Supply Co. $4,931.29
     Marden Susco, Inc. $5,170.00
     J. W. D'Angelo Co., Inc. $5,374.00

The valves with the five foot extensions are for valves located
below ground. The five foot extensions raise the operation to
ground level.

The valves will be used to replace the softening plant effluent
and backwash valves. The existing valves are over twenty years
old and parts for them are no longer available. The existing
valves leak and require constant maintenance.

Staff has evaluated the low bid and finds that it meets City
specifications.

Budget/Financial Impact

Fiscal Year 1992/93 appropriation authority for this purchase is
in the Water Division, General Service Department, account number
25-500-671-00000-4401-00000.

Recommendation

It is recommended that the award of Bid #2415 be made to
CS Company at specified unit prices, plus applicable sales tax, as
the lowest and best bidders.
