SUBJECT: Recommendation to Award Bid to Furnish and Install
One (1) New Dynamometer, Bid #2410
Introduction
This report concerns award of bid to furnish and install one (1)
new dynamometer for the Transportation Department, in the total
amount of $23,700.00, plus applicable sales tax.
Background
In response to published Notices Inviting Bids (published May 8
and 11, 1992) to furnish and install one (1) new dynamometer in
accordance with City specifications, bids were received and
publicly opened and read on June 17, 1992. Proposal forms were
mailed to ten vendors and notices were advertised in accordance
with City Charter and Municipal Code provisions. Six proposals
were received as follows:

1. Capital Idea, Inc. $22,495.00
2. Mustang Dynamometer $23,700.00
3. B & M Equipment $25,675.65
4. Clayton Industries $28,280.00
5. Pacific Lift & Equipment Co., Inc. $30,167.62
6. West Coast Research Corp. $32,371.80
The bid submitted by Capital Idea, Inc. is non-responsive because
they have no current users of the model dynamometer which was
bid. The chassis dynamometer is used to check the power of
transmissions and engines on the buses.
Staff has evaluated the bid submitted by Mustang Dynamometer and
finds that it meets City specifications.
Budget/Financial Impact
Fiscal Year 1992/93 appropriation authority for this purchase is
in the Capital Improvement Program budget, Municipal Bus Lines
Category, account number 41-750-657-20092-8900-99104, "Transpor-
tation Facility Improvements."
Recommendation
Staff recommends Council reject the bid submitted by Capital
Idea, Inc., which was non-responsive, and award Bid #2410 to
Mustang Dynamometer in the total amount of $23,700.00, plus
applicable sales tax, as the lowest and best bidder.
