SUBJECT: Recommendation to Award Bid to Furnish and Deliver
Miscellaneous Meter Boxes, Covers and Vaults, Bid #2417
Introduction
This report concerns award of bid to furnish and deliver
miscellaneous meter boxes, covers and vaults for the Water
Division, General Services Department, at specified unit prices,
plus applicable sales tax.
Background
In response to published Notices Inviting Bids (published June 5
and 8, 1992) to furnish and deliver miscellaneous meter boxes,
covers and vaults in accordance with City specifications, bids
were received and publicly opened and read on June 22, 1992.
Proposal forms were mailed to two vendors and notices were
advertised in accordance with City Charter and Municipal Code
provisions. Two proposals were received as follows:

The water meter boxes, covers and vaults will be used for meter
and water service installation. Based on past experience with
Brook Products "Vault Section," the quality was very poor and not
acceptable. The vault size did not conform to the required shape
and two sections could not be uniformly joined together. In
addition, the concrete had "rock pockets" in the cement which
could structurally weaken the vault section. All other items bid
by Brooks Products are acceptable.
Staff has evaluated the bids and finds that they meet City
specifications.
Budget/Financial Impact
As the materials are drawn out of inventory, they will be
expensed against available FY 1992/93 appropriation authority in
the Water Division, General Services Department.
Recommendation
It is recommended that Bid #2417 be split and award items 1-3, 5,
9, 22-24 to Brooks Products, Inc. and items 4, 6-8, 10-21 to
Eisel Enterprises at specified unit prices, plus applicable sales
tax, as the best bidders.
