TO: Mayor and City Council

FROM: City Staff

SUBJECT: Recommendation to Award Bid to Provide Janitorial
Services for the City of Santa Monica Transportation
          Facilities, Bid #2426

Introduction

This report concerns award of bid to provide janitorial services
for the Transportation Department, for a one-year period per
specified unit prices, including applicable sales tax, and two
one-year renewal options.

Background

In response to published Notices Inviting Bids (published June 12
and 15, 1992) to provide janitorial services for a period of one
year, in accordance with City specifications, bids were received
and publicly opened and read on July 9, 1992. Proposal forms
were mailed to nine vendors and notices were advertised in
accordance with City Charter and Municipal Code provisions. Six
proposals were received as follows:

                           GENERAL GARAGE
                         JANITORIAL WINDOW WASHING CLEANING

Century Maint. Co. *$850.00/mo $100.00/cleaning $150.00/mo
CBM Industries Inc. $1,219.68/mo $250.00/cleaning $185.25/mo
High Tech Maintenance $1,250.00/mo *$83.00/cleaning *$100.00/mo
Pacific Sun Maint. Co. $1,260.00/mo No Bid $160.00/mo
Metro Building Maint. $1,350.00/mo $375.00/cleaning $160.00/mo
Pedus Building Serv. $2,155.41/mo $520.00/cleaning $355.91/mo
*denotes low bidder

Century Maintenance Co. is the low bidder on general janitorial
services. High Tech Maintenance is the low bidder on window
washing and garage cleaning services. General janitorial work
required includes sweeping/mopping floors, vacuuming, emptying
wastebaskets, etc. on a daily basis. Windows are cleaned
quarterly. Garage cleaning is done on a daily basis.

Based on the amount of general janitorial services performed
compared to window washing and garage cleaning services, it is
not economically feasible to split the bid.

Staff has evaluated the bids and finds that Century Maintenance
Co. best meets City specifications.

Budget/Financial Impact

Fiscal Year 1992/93 appropriation authority for this purchase is
in the Transportation Department, account number
41-600-657-00000-5501-00000.

Recommendation

It is recommended that the award of Bid #2426 be made to Century
Maintenance Co. at specified unit prices, and two one-year
renewal options, as the best bidder.
