SUBJECT: Approval of Resolution to Apply for Funds for the
Installation of Public Bicycle Storage Racks and Locks
at Various Locations in the City
INTRODUCTION
This report recommends that the City Council approve a resolution
applying for $21,898 in Los Angeles County Transportation
Commission (LACTC) pedestrian and bicycle facility funds to
install public bicycle storage racks and locks at various
locations in the City.
BACKGROUND
Each year, the LACTC makes available to local agencies funds
specifically for pedestrian and bicycle facilities. These moneys
are available under Article 3 of the Transportation Development
Act (TDA or SB821) and are made available to local jurisdictions
based upon each city's population proportionate to the total
population of Los Angeles County. The City of Santa Monica is
eligible to receive 0.967% or $21,898 of the total moneys
available for FY1991-1992.
On November 25, 1991, the City of Santa Monica asked the LACTC to
hold the allocated funds for FY1991-1992 on reserve until June
30, 1992, pending identification of a project for their use. At
that time (November 1991), it was expected that the Draft Bicycle
Master Plan would be adopted by the end of the fiscal year, and
that the City would use the plan to identify an appropriate
project for these funds. However, since the Draft Bicycle Master
Plan has not been adopted, implementation of a specific bike
route or other projects cannot be made at this time.
Concurrently, LACTC has notified the City of Santa Monica that
designation of a project for these funds must be made by August
4, 1992, or the City may lose these funds. Therefore, staff
recommends that the funds be designated for the installation of
bicycle parking and storage facilities at various locations in
the City, including office and commercial areas such as the Third
Street Promenade, Main Street, Montana Avenue, Wilshire
Boulevard, Santa Monica Boulevard, Ocean Avenue, and Lincoln
Boulevard, and public parks.
BUDGET/FINANCIAL IMPACT
The cost to install public bicycle racks and locks at various
locations in the City is estimated to be $21,898. An application
will be submitted to LACTC for the acquisition of these funds.
The FY1992-1993 budget for the City included $21,900 to be
received from LACTC for this purpose. Upon notification of the
grant award by LACTC, revenue account number 20-210-415-00000-
0311-10000 should be decreased by $2 to decrease the amount of
the account to the amount of the grant, $21,898 and an
appropriation of $21,898 should be made to expenditure account
number 20-770-416-28993-8918-99220.
RECOMMENDATION
It is recommended that the City Council:
1. Approve the resolution authorizing the City Manager to
apply for $21,898 of LACTC pedestrian and bicycle
facility funds (TDA Article 3, or SB 821 funds) for the
installation of public bicycle parking facilities at
various locations in the City, including office and
commercial areas and public parks; and,
2. Upon notification of grant approval by LACTC, decrease
revenue account number 20-210-415-00000-0311-10000 by
$2 to decrease the account under the currently budgeted
amount of $21,900 to the total amount of the grant,
$21,898, and appropriate $21,898 to expenditure account
number 20-770-416-28993-8918-99220.

A RESOLUTION OF THE CITY OF SANTA MONICA APPROVING THE
APPLICATION FOR BICYCLE AND/OR PEDESTRIAN FUNDS UNDER SB821 AND
APPROVING THE INSTALLATION OF PUBLIC BICYCLE STORAGE RACKS AT
VARIOUS LOCATIONS IN THE CITY.
WHEREAS, SB821 provides that 2% of each county's total local
transportation fund be set aside annually and used to fund the
development of bicycle and pedestrian facilities; and
WHEREAS, the City of Santa Monica was eligible to receive $21,898
of the total moneys available for FY1991-1992 and;
WHEREAS, the City of Santa Monica desires to install bicycle
parking racks and locks at various public locations in the City,
including office and commercial areas and public parks, using the
funds available under SB821,
NOW, THEREFORE, the City Council of the City of Santa Monica does
resolve as follows:
SECTION 1. The City of Santa Monica will install public bicycle
racks and locks in various locations within the City, including
office and commercial areas and public parks. These bicycle
facilities will be available and open for use by the public 24
hours each day.
SECTION 2. The City Manager is authorized to act on the City's
behalf and to apply for and receive funds pursuant to SB821.
SECTION 3. The City Clerk shall certify the adoption of this
Resolution and thenceforth and thereafter the same shall be in
full force and effect.
