SUBJECT: Approval of Resolution to Amend Previous Award of
Bicycle Funds to Install Bicycle Parking Posts at
Various Locations in the City
INTRODUCTION
This report recommends that the City Council approve a resolution
to amend a previous application for $27,175 in Los Angeles County
Transportation Commission pedestrian and bicycle facility funds.
The original application committed these funds for bike lane
signage on 14th Street between Pico Boulevard and California
Avenue. At this time, staff recommends that this project be
delayed pending approval of the City's Draft Bicycle Master Plan,
and that the $27,175 in Los Angeles County Transportation
Commission (LACTC) funds be used to provide bicycle storage racks
and parking meter-mounted locks at various locations throughout
the City.
BACKGROUND
Each year, the LACTC makes available to local agencies moneys
specifically for pedestrian and bicycle facilities. (NOTE:
These funds were formerly distributed by the Southern California
Association of Governments.) These moneys, available under
Article 3 of the Transportation Development Act (TDA, Article
SB821), are available to local jurisdictions based upon each
City's population proportionate to the total population of Los
Angeles County. In FY1989-1990, the City of Santa Monica
received 1.12% or $27,175, of the total moneys available.
On September 12, 1989, the Council adopted a resolution to apply
for $27,175 in TDA funds to create a bike route on 14th Street
between Pico Boulevard and California Avenue. Expenditure of
these funds was delayed pending the Citywide bicycle needs study
that was conducted as part of the Draft Bicycle Master Plan. The
plan is currently under review by the Council, and establishment
of new bicycle routes is pending adoption of the plan. The City
will lose these TDA funds unless another designation for their
use is made by August 4, 1992, since LACTC regulations require
the funds to be designated by this date. Therefore, staff
recommends that the TDA fund application be amended to allow the
funds to be spent on bicycle parking storage racks and parking
meter-mounted locks in various areas throughout the City. This
project is similar to another on the Council agenda, however,
this project will provide bicycle parking facilities in
additional areas.
BUDGET/FINANCIAL IMPACT
There is no financial impact associated with this resolution.
The resolution will allow staff to amend its FY1989-1990
application for LACTC TDA funds to designate their use for
bicycle parking facilities instead of establishment of a bike
lane on 14th Street between Pico Boulevard and California Avenue.
The funds are currently appropriated in account number 20-770-
416-28990-8918-99220.
RECOMMENDATION
It is recommended that the City Council approve the attached
resolution authorizing the City Manager to amend its previous
application to LACTC for FY1989-1990 TDA funds to use the funds
for bicycle parking and storage facilities.

A RESOLUTION OF THE CITY OF SANTA MONICA
APPROVING THE AMENDMENT OF A PREVIOUS APPLICATION FOR BICYCLE
AND/OR PEDESTRIAN FUNDS UNDER TDA ARTICLE 3 - SB821.
WHEREAS, TDA Article 3 - SB821 provides that 2% of each county's
total local transportation fund be annually set aside and used to
fund the development of bicycle and pedestrian facilities; and
WHEREAS, the City of Santa Monica City Council adopted Resolution
No. 7894 (CCS) on September 13, 1989 to apply for $27,175 in TDA
funds for FY1989-1990 to install a bike route on 14th Street
between Pico Boulevard and California Avenue; and
WHEREAS, the planned 14th Street bike route has not been
implemented pending study of the City's bicycle network and
development of the Draft Master Bicycle Plan; and
WHEREAS, the City of Santa Monica desires to use these funds to
install bicycle storage racks and locks at various public
locations in the City, including office and commercial areas and
public parks,
NOW, THEREFORE, the City Council of the City of Santa Monica does
resolve as follows:
SECTION 1. The City of Santa Monica will not implement a bike
route on 14th Street between Pico Boulevard and California Avenue
pending study of the existing bicycle network and analysis of
bicycle network needs as determined by the Draft Bicycle Master
Plan.
SECTION 2. The City of Santa Monica will install public bicycle
storage racks and locks in various locations within the City,
including office and commercial districts and public parks.
These bicycle parking facilities will be available and open for
public use 24 hours each day.
SECTION 3. The City Manager is authorized to file an amendment
to the FY1989-1990 application to LACTC for TDA Article 3-SB 821
bicycle and pedestrian facilities funds to remove the 14th Street
bike route designation for these funds and substitute the
designation that these funds be used for bicycle parking racks
and locks.
SECTION 4. The City Clerk shall certify to the adoption of this
Resolution, and thenceforth and thereafter the same shall be in
full force and effect.
