SUBJECT:  Recommendation to Award Bid to Furnish and Deliver Five
          (5)  New  and  Unused  Crown  Victoria Four-Door Police
          Sedans, Bid #2430.

Introduction

This report concerns award of bid to furnish and deliver five (5)
new  and  unused  Crown  Victoria four-door police sedans for the
Office of Special Enforcement, Police  Department,  at  specified
unit prices plus applicable sales tax.

Background

In response to published Notices Inviting Bids (published  August
13  and  14, 1992) to furnish and deliver five (5) new and unused
Crown Victoria four-door police sedans in  accordance  with  City
specifications,  bids  were received and publicly opened and read
on August 24, 1992.  Proposal forms were mailed to eleven vendors
and  notices  were advertised in accordance with City Charter and
Municipal Code  provisions.   Four  proposals  were  received  as
follows:

The vehicles are for use by personnel in the newly created Office
of  Special  Enforcement.  Staff is recommending purchase of four
1992 model year sedans and one 1992 model year  LX  as  they  are
available  for  immediate  delivery.   The  recommendation is for
gasoline powered vehicles as these  vehicles  will  primarily  be
used  for  surveillance purposes which can occur outside the City
limits and fuel would need to be readily available.

Staff has evaluated the low bid and  finds  that  it  meets  City
specifications.

Budget/Financial Impact

Fiscal Year 1992/93 appropriation authority for this purchase  is
in  the  Office  of  Administrative  Services, Police Department,
account number 01-300-304-00000-8806-00000.

Recommendation

It is recommended that the award of Bid #2430 be made  to  Downey
Auto Center at specified unit prices plus applicable sales tax as
the lowest and best bidder.
