SUBJECT:  Recommendation to Adopt a Resolution in Support      of
          Proposition 156, the Passenger Rail  and Clean Air Bond
          Act

Introduction

In November, Proposition 156, a statewide $1 billion bond act for
rail  transportation, will be put before the voters.  This report
recommends adoption of the attached resolution in support of  the
measure.

Background

Proposition 156 is the second of three rail bonds  authorized  in
1989  by  the  State  Legislature  as  part of the Transportation
Blueprint  for  the  21st   Century.    In   1990,   the   voters
overwhelmingly  approved  Prop  108,   the first bond act in this
series to support urban rail, commuter rail  and  intercity  rail
projects.  The third measure is anticipated in 1994.

Proposition 156 allocates funds to specific projects as indicated
in  authorizing legislation.  Among other projects, the act would
provide funds to extend the Blue Line to Pasadena; construct  the
Green  Line  from  Norwalk  to El Segundo; extend the Red Line to
North Hollywood and through the San  Fernando  Valley;  establish
commuter  rail  service  from  Santa  Clarita,  Moorpark, and San
Bernardino to Los Angeles; and improve intercity rail service  to
San Diego, Santa Barbara, and central and northern California.

Although no funds would be allocated  directly  to  Santa  Monica
through  Proposition  156,  support of the measure reaffirms that
the  citizens  of  California  support  efforts  to  fund  public
transportation projects.  If Proposition 156 fails, funds will be
redirected from urban and rural  transportation  projects.   This
will  result  in  the  cancellation  of numerous highway projects
which will only add to highway congestion.  Furthermore,  failure
to  approve  the  bond measure would cause transportation funding
from the State to Los Angeles County  to  be  reduced  by  $275.4
million for Fiscal Year 1993/94 through Fiscal Year 1997/98.

Budget/Fiscal Impact

There are no budget or financial impacts of this report.

Recommendation

Staff recommends adoption of the attached resolution  in  support
of Proposition 156.

                 A RESOLUTION OF THE CITY COUNCIL
                   OF THE CITY OF SANTA MONICA
                        IN SUPPORT OF THE
               RAIL TRANSPORTATION BOND ACT OF 1992

        WHEREAS,  the  City  of  Santa  Monica  finds  that  rail
transportation  results  in  cleaner  air,  less energy use, more
transportation opportunities for those who cannot drive, and less
congestion on already overcrowded streets and highways; and,

       WHEREAS, in 1989, the State Legislature provided for three
$1  billion  rail  transportation  bond measures on the ballot as
part of the $18.5 billion Transportation Blueprint for the Twenty
First Century; and,

       WHEREAS, Proposition 108, the Passenger Rail and Clean Air
Bond Act of 1990, which the voters approved in June, 1990 was the
first of these three measures; and,

       WHEREAS, the second $1 billion bond measure will appear on
the November 3, 1992 ballot; and,

       WHEREAS, Proposition 156, the Passenger Rail and Clean Air
Bond  Act of 1992, would provide $1 billion to improve and expand
intercity, commuter and light rail transit throughout California;
and,

       WHEREAS, the act would benefit  the  region  by  providing
funds  vitally  needed  to  extend  the  Blue  Line  to Pasadena;
construct the Green Line from Norwalk to El Segundo;  extend  the
Red  Line to North Hollywood and through the San Fernando Valley;
establish commuter rail service from Santa Clarita, Moorpark, and
San Bernardino to Los Angeles; and improve intercity rail service
to San Diego, Santa Barbara,  central  and  northern  California;
and,

       WHEREAS, failure to approve the bond measure  would  cause
"county  minimum"  transportation  funding  from the state to Los
Angeles County to be reduced by $275.4 million; and,

       WHEREAS, California's overall transportation funding would
be  dramatically  reduced  should  the  bond  measure  fail to be
approved, jeopardizing hundreds of  local  projects  and  causing
major   re-programming  and  delays  in  both  highway  and  rail
transportation programs; and,

       WHEREAS, tens of thousands of jobs will  be  created  with
passage of this bond act,

       NOW, THEREFORE THE CITY  COUNCIL  OF  THE  CITY  OF  SANTA
MONICA DOES HEREBY RESOLVE AS FOLLOWS:

       SECTION  1.  The City Council hereby endorses  Proposition
156,  the  Passenger  Rail  and Clean Air Bond Act of 1992, which
will be placed on the November 3, 1992 ballot.

       SECTION  2.  The City Clerk shall certify to the  adoption
of this resolution, and thenceforth and thereafter the same shall
be in full force and effect.
