SUBJECT:  Adoption of Resolution Establishing New Classifications
          and Adopting Salary Rates for the classifications of
          Housing Application Assistant, Police Officer - Lateral
          Transfer, and Utilities Billing Specialist.

INTRODUCTION

This report requests that Council adopt the attached Resolution
establishing three new job classifications and establishing the
salary rates for said classifications:  Housing Application
Assistant, Police Officer - Lateral Transfer, and Utilities Billing
Specialist.  The Personnel Board recommended that these new job
classifications be established by the City Council.

BACKGROUND

Housing Application Assistant.  The classification of Housing
Application Assistant is being established to cover a City position
which holds responsibility for the performance of specialized
clerical tasks germane to Section 8 Housing.  This is a
reclassification of a Staff Assistant II position.  The assigned
duties and responsibilities involve the application of specialized
knowledge regarding the processing of requests for housing and a
familiarity with Section 8 Housing eligibility requirements.  The
experience requirements are typically obtained through the
performance of general clerical work in a Section 8 Housing
program.  The classification specification of Housing Application
Assistant was approved by the Personnel Board on June 24, 1992. 
The salary range for the position will remain the same as that
established for Staff Assistant II.

Police Officer - Lateral Transfer.  The new job specification of
Police Officer - Lateral Transfer is being established to enable
the Police Department to conduct specific recruitments for Police
Officers who already possess a P.O.S.T. certificate.  Officers who
laterally transfer to the Santa Monica Police Department can
immediately be assigned to the field.  Entry-level candidates who
do not possess a certificate must attend a P.O.S.T. academy.  It
usually takes eight months before entry-level candidates can be
assigned to the field.  The classification specification of Police
Officer - Lateral Transfer was approved by the Personnel Board on
September 16, 1992.  The salary range for the position will remain
the same as that established for Police Officer.

Utilities Billing Specialist.  This new job specification is being
established to properly describe the duties and responsibilities
currently performed by the two Staff Assistant III incumbents in
the Utilities Division and represents a reclassification of those
positions.  An analysis of the duties of the two Staff Assistant
III positions indicated that the duties would require knowledge,
abilities, and experience in calculating fees, utility billing,
customer service, and data entry.  The nature of the duties are
different from typical Staff Assistant III duties in that there is
very little typing, composing of correspondence, or setting up
meetings.  Therefore, a new classification specification, Utilities
Billing Specialist, was developed to better describe the job
responsibilities of the position.  The classification specification
of Utilities Billing Specialist was approved by the Personnel Board
of September 16, 1992.  The salary range for this position is the
same as for the Staff Assistant III.

BUDGET/FINANCIAL IMPACT

Funds are included in the budget for the fiscal year 1992-1993 to
cover all salary cost related to the adoption of this salary
resolution.

RECOMMENDATIONS

It is recommended that the City Council adopt the attached
resolution establishing the salary rates for these classifications.
