SUBJECT: Resolution Authorizing City Manager to Apply for
Proposition 116 Bicycle Funds
INTRODUCTION
This report recommends that the City Council adopt the attached
resolution authorizing the City Manager to submit an application
to the California Transportation Commission for Proposition 116
Clean Air and Transportation Improvement Act bicycle project
funds.
BACKGROUND
Proposition 116, the Clean Air and Transportation Improvement
Act, was approved by the voters of California in June, 1990.
Proposition 116 allocated $20 million to fund a program of
competitive grants to local agencies for bicycle improvement
projects, with a total of $10.8 million available statewide in
this funding cycle. This will be the last year that funds are
available from Proposition 116 for bicycle programs.
At the July 28, 1992 City Council meeting, the Council directed
City staff to study the Draft Bicycle Master Plan in an
Environmental Impact Report (EIR). In order to apply for the
grant funds, the City must identify a specific project which is
the subject of the funding. Therefore, staff has selected the
Class II bicycle lane on Broadway from Lincoln to 26th Street.
The proposed bicycle lane would be added by restriping Broadway
to one through automobile lane in each direction with a two-way
left turn lane (similar to the restriping that recently occurred
on Main Street). The Broadway bicycle lane was chosen for this
grant because it connects the Special Office District with
Downtown Santa Monica and is a continuation of the Mid-City area
traffic plan which restripes Broadway in a similar manner from
26th Street to Centinela.
Implementation of the Broadway proposal, even if the grant is
awarded, is contingent upon the City Council certifying the
Bicycle Master Plan EIR and adopting a Plan that includes this
proposal. If Council does not adopt a Bicycle Master Plan that
includes the Broadway route the grant funds will be re-directed
to a project the Council does approve, or the funds returned.
Staff is applying for the Broadway bicycle route at this time
because this is the last year Proposition 116 funds will be
available. While regional and federal grant monies will still be
available for bicycle programs in the future, Proposition 116
represents the largest pool of money for bicycle programs from
the state.
BUDGET/FINANCIAL IMPACT
The recommendation presented in this report does have a budget
impact, in that, should the grant be awarded, the State would
contribute $75,585 towards implementation of specific bicycle
circulation improvements. If the grant is awarded in full to the
City, $75,585 will be deposited into revenue account
#20-210-266-00000-0504-10000, to finance the new appropriation at
Capital Improvement Program expenditure account
#20-770-416-20093-8900-99217.
RECOMMENDATION
It is recommended that the City Council adopt the attached
resolution authorizing the City Manager to submit an application
to the California Transportation Commission for Proposition 116
Clean Air and Transportation Improvement Act bicycle project
funds, and approve the revenue and expenditure budget changes
upon approval of the grant.
