SUBJECT:  Resolutions Approving Program Supplement No. 14 to
          Local Agency/State Agreement 07-5107 and Approving a
          "One-Step, Request for Proposal" Method to Hire a
          Consultant to Perform the Construction Management for
          the Upgrading and Modernization of Traffic Signals on
          Wilshire Boulevard

Introduction

This report recommends that the City Council adopt the attached 
resolutions authorizing the City Manager to execute  Supplement 
No. 14 to Local Agency/State Agreement 07-5107 for Federal Aid 
Urban (FAU) funds, and approving a "One-Step, Request for 
Proposal" method to hire a consultant to perform the 
construction management for the upgrading and modernization of 
traffic signals on Wilshire Boulevard. 

Background

In 1977, the City of Santa Monica and Caltrans entered into a 
Local Agency/State Agreement which set forth the proportionate 
shares for federally funded transportation/street projects 
between the City and the Federal Government.  As new federally 
funded projects for the City of Santa Monica are approved for 
construction, supplements to the original agreement which 
identify the respective amounts for the City and the Federal 
Government to contribute for the project must be authorized by 
resolution.

The City has received approval for funding in the amount of $1.7 
million for traffic signal improvements along Wilshire Boulevard 
from the Los Angeles County Transportation Commission (LACTC), 
under the Federal Surface Transportation Program (STP). These 
STP funds are from the 1991 Federal Intermodal Surface 
Transportation Efficiency Act (ISTEA) and will be administered 
by Caltrans. The proposed project will consist of installing new 
traffic signal systems and upgrading signal controllers at 
eighteen intersections on Wilshire Boulevard.

In accordance with the federal guidelines for ISTEA STP funds, 
these FY 1991-92 funds must be obligated (advertised) by October 
1, 1992.  In addition, the City must execute a construction 
contract on or before December 31, 1992.  The Notice Inviting 
Bids for construction of this project was published on September 
15, 1992.  The bids were opened on October 14, 1992 and are 
being evaluated.       

Due to complexity of the project, the City plans to hire a 
consultant to manage the construction of this project.  In order 
to request federal funds for payment of this consultant fee, the 
City must follow the selection and contracting procedures 
established by the Federal and State agencies.  The City has 
selected the "One-Step, RFP"  method to accomplish the above 
task. This process involves the issuance of a Request for 
Proposal followed by interviews and contract negotiations. In 
order to meet the requirements stated above, the City Council 
needs to adopt a resolution approving the "RFP" method.

Staff will return to the City Council for authorization to award 
the construction management contract to the successful 
consultant and to award the construction contract to the lowest 
successful bidder.

Budget/Financial Impact

The estimated cost of construction, construction engineering 
management and contingencies for this project is $1,650,000.  
Under Supplement No. 14, the project will be financed 100% by 
Federal Aid Urban funds.  These funds can only be used for 
traffic signals on arterial streets.  This project has been 
reviewed and approved by Caltrans.  Supplement No. 14 reflecting 
the funding for this project must be executed so that the FAU 
funds may be released.  

Appropriation authority is available in the Account Number 43-
770-415-22291-8900-99475 in the amount of $1,700,000.

The estimated cost of this project is as follows:

Construction contract:        $1,400,000.
Construction engineering:       $100,000.
Contingencies:                  $150,000.
Total cost:                   $1,650,000.


Recommendation

It is recommended that the City Council:

1.  Adopt the attached resolution approving Program Supplement 
No. 14 to Local Agency/State Agreement 07-5107 for the upgrading 
and modernization of traffic signals on Wilshire Boulevard.

2.  Adopt the attached resolution approving the "One-Step, 
Request for Proposal" method to hire a consultant to perform the 
construction management for the upgrading and modernization of 
traffic signals on Wilshire Boulevard.
