SUBJECT:  Adoption of Resolution Establishing Certain New
          Classifications and Adopting Salary Rates; Approving Cost
          of Living Adjustments of Library Employees; and Adopting
          Budget Adjustments

INTRODUCTION

This report requests that Council adopt the attached Resolution
establishing the following new job classifications and setting the
salary rates for said classifications:  Administrative Services
Officer - General Services; Airport Manager; Director of Resource
Management; Environmental Programs Manager; Identification Section
Supervisor; and Staff Assistant IV - Risk Management.  On October
28, 1992 the Personnel Board approved the classification
specifications for these new job classifications and recommends
that the job classifications be established by the City Council.

This report also requests that the City Council approve the FY92-93
budgeted 4% cost of living adjustment for Library employees.

In addition, it is requested that the City Council adopt two budget
adjustments.  These adjustments are technical in nature and ensure
that the FY92-93 Budget reflects actual operational needs.

NEW CLASSIFICATIONS

Administrative Services Officer.  The Administrative Services
Officer - General Services classification  specification has been
established to describe a new position which holds responsibility
for providing general administrative support to the Department of
General Services.  This position was created as a result of a
restructuring of the General Services Department which included the
transfer of the Environmental Programs Division to the City
Manager's Office.
  
Director of Resource Management and Airport Manager.  The newly
established Resource Management Department is a consolidation of
the Municipal Airport Department and a majority of the divisions of
the Community Development Department.  A new classification
specification for the Director of Resource Management has been
established to describe the department head position for this new
department.  The Municipal Airport is now a division of the
Resource Management Department rather than separate department. 
The Director of Municipal Airport classification has been
eliminated and replaced with the new classification specification
of Airport Manager.  This position serves as a division head and
reports directly to the Director of Resource Management. 
 
Environmental Programs Manager.  Recent budget restructuring
resulted in the creation of an Environmental Programs Division in
the City Manager's Office.  This Division reports directly to the
Assistant City Manager.  A new classification specification for the
Environmental Programs Manager has been established to describe the
duties of the position holding management responsibility for that
division. 

Identification Section Supervisor.  This new classification
specification is being established to properly describe the duties
and responsibilities of a position within the Police Department. 
This new classification replaces the Senior Identification
Technician classification.  This position supervises the work of
the Identification Section staff responsible for performing police
fingerprinting and photography duties.  The Identification Section
Supervisor will monitor and may participate in the lifting and
preserving of fingerprints, the collection of physical evidence and
rolling, classifying and comparing fingerprints. 

Staff Assistant IV - Risk Management.  A separate classification
specification for the Staff Assistant IV position assigned to the
Risk Management Division has been developed to more accurately
describe the duties performed by that position.  Experience with
insurance/claims programs has been added as a desirable
qualification.

FY92-93 COST OF LIVING INCREASE - LIBRARY EMPLOYEES  

The Memorandum of Understanding for the Library bargaining unit,
the Library Guild & Library Non-Professionals, AFSCME, Local 1634,
expired as of June 30, 1992.  On September 9, 1992, the members of
that bargaining unit voted to decertify, and the City is in the
process of transferring the Library job classifications into other
City bargaining units.  As a result of the Library bargaining unit
decertification, the Library employees did not receive the 4% cost
of living increase which was given to all other City employees as
of July 1, 1992.  The Library employees thus need to be given the
4% cost of living adjustment.

BUDGET ADJUSTMENTS

Budget adjustments need to be adopted for the Library and the
Resource Management Department.  At the Library, 2.0 FTE permanent
Supervisory Staff Assistant positions and 1.0 FTE Staff Assistant
III are replaced by 2.0 FTE Administrative Staff Assistants and 1.0
FTE Staff Assistant II.  In the Resource Management Department, .5
FTE permanent Staff Assistant III is to be deleted from the Pier
Division and 1.0 FTE permanent Staff Assistant III is to be deleted
from the Economic Development Division.  The position in the
Economic Development Division is replaced with 1.0 FTE permanent
Staff Assistant IV in the Airport Division.  All of these actions
are taken to reflect the operational needs of the Department.

BUDGET/FINANCIAL IMPACT

Funds are included in the budget for fiscal year 1992-1993 to cover
all salary costs related to the adoption of this resolution and the
cost of living adjustment for the Library employees.

RECOMMENDATIONS

It is recommended that the City Council adopt the attached
resolution establishing the six classifications and setting the
salary rates for said classifications.  It is also recommended that
the City Council approve the cost of living adjustment for the
Library employees as well as the budget adjustments.
