                          STAFF REPORT

SUBJECT:    Ordinance Amending the Zoning Ordinance
            to Establish Four New Zoning Districts,
            the Designated Parks District, the Beach
            Parking District, the R2 Beach District
            and the R3R District

      At its meeting on  November  17,  1992,  the  City  Council
introduced  for  first reading an ordinance establishing four new
zoning districts.  The ordinance is now  presented  to  the  City
Council for consideration.

                         RECOMMENDATION

      It  is  respectfully  recommended  that  the   accompanying
ordinance be adopted.
