Subject: Recommendation to Adopt a Resolution Exempting
Motorists Displaying a Disabled Placard from the
"Permit Only" Restrictions in the Downtown
Parking Structures
INTRODUCTION
This report requests the City Council adopt the attached
resolution exempting motorists displaying a disabled placard from
the "permit only" restrictions in the downtown parking
structures.
DISCUSSION
At its meeting on August 5, 1992, the City Council directed staff
to prepare a resolution exempting motorists displaying a disabled
placard from the "permit only" restrictions in the downtown
parking structures. The attached resolution has been prepared
and is presented to the Council for consideration.
Currently, ground floor parking areas of the parking structures
are restricted to permit parking only between the hours of 7:00
am and 7:00 pm, Monday through Saturday. Although by law
motorists displaying a disabled placard are exempt from many
parking restrictions, the City's administrative policy does not
recognize an exemption in the permit only areas of the
structures. Upon reviewing this policy, the Council directed
staff to prepare the attached resolution which allows motorists
displaying a disabled placard to park in the permit only areas of
the downtown parking structures.
BUDGET/FISCAL IMPACT
Staff expects no significant budget/fiscal impact will be created
by the proposed action.
RECOMMENDATION
It is respectfully requested the City Council adopt the attached
resolution.

OF SANTA MONICA PERMITTING MOTORISTS
DISPLAYING A DISABLED PLACARD TO PARK IN THE
PERMIT ONLY AREAS OF THE DOWNTOWN PARKING
STRUCTURES
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE
AS FOLLOWS:
SECTION 1. The City Council of the City of Santa Monica
does hereby resolve that motorists displaying a disabled placard
shall be exempt from the permit parking only restrictions in the
downtown parking structures.
SECTION 2. The City Clerk shall certify to the adoption of this
resolution, and thenceforth and thereafter the same shall be in
full force and effect.
