JUNE 7, 1993
A special meeting of the Santa Monica City Council was called to
order by Mayor Abdo at 6:40 P.M., on Monday, June 7, 19,93, in the
Council Chambers.

1993-94 BUDGET STUDY SESSION: Presented was a budget overview and discussion on revenues
for the 1993-94 budget with presentations and discussion of budget proposals by the following
departments: City Council, City Manager, City Clerk, City Attorney and Finance.
14 -A: REGULATION OF CITY PARKS: Councilmember Olsen presented his request to discuss
direction to the City Attorney to prepare an ordinance that would regulate the hours of operation of
Santa Monica City Parks. Councilmember Olsen moved to direct the City Attorney to prepare either
one or two ordinance(s), based on his advice, but definitely for Palisades Park with the possibility of
inclusion of other parks, relating to their closure between the hours of 12:00 Midnight and 5:00 A.M.,
and include a one-year sunset clause. Second by Councilmember Genser. Discussion was held. Mayor
Pro Tem Vazquez moved a substitute motion to remand this item to the Parks and Recreation
Commission for the study of other parks and return with recommendations. Second by Mayor Abdo.
Discussion was held. The substitute motion failed by the following vote:
Council vote: Affirmative: Councilmember Vazquez, Mayor Abdo
Negative: Councilmembers Genser, Greenberg,
Holbrook, Olsen, Rosenstein
Councilmember Holbrook moved to amend the motion that this item
be prepared as an emergency ordinance.The motion was accepted
as friendly. Councilmember Rosenstein moved to amend the
motion that staff respond to questions which have been raised
and which may be raised in the intervening period in regard to
this ordinance so that as much thought as possible can be
given to the implications of these ordinances, what may be
expected from them, and what to be concerned about. The motion
was accepted as friendly. Discussion was held. Councilmember
Greenberg, moved to amend the motion to include a definition
of park in the ordinance. The motion was accepted as friendly.
Discussion was held. Councilmember Rosenstein moved to amend
the motion to direct the City Attorney to prepare an ordinance
to close Palisades Park between the hours of 12:00 Midnight
and 5:00 A.M., and request staff to return with an analysis as
to the effects of both the closure of Palisades Park as well
as the closure of other parks in the City. The amendment was
not accepted as f riendly and died f or lack of a second.
Discussion was held. The main motion was approved by the
following vote:
Council vote: Affirmative: Councilmembers Genser,
Greenberg, Holbrook, Olsen, Rosenstein
Negative: Councilmember Vazquez, Mayor
Abdo
Mayor Pro Tem Vazquez requested that the record reflect that
he voted "no" on this item because he feels that setting
policy based on a hunch rather than actual data supporting the
policy is wrong.
Mayor Abdo requested that the record reflect that she voted
"not' on this item because she feels that this ordinance does
not specifically address drug dealing, it addresses everyone:
those who are law-abiding, homeless or housed, and it does not
necessarily make it any easier to arrest anyone for drug
dealing or drug using.
ADJOURNMENT: At 11:25 P.M., the meeting was adjourned to
Tuesday, June 8, 1993, at 6:00 P.M.
