                                          CITY COUNCIL MINUTES 

                                              JUNE 8, 1993 

A regular meeting of the Santa Monica City Council was called to
order by Mayor Abdo at 6:10 P.M. on Tuesday, June 8, 1993, in the
Council Chambers.

                             Councilmember Ken Genser 
                             Councilmember Asha Greenberg 
                                  (arrived during Closed Session) 
                             Councilmember Robert T. Holbrook

                                  (arrived during Closed Session) 
                             Councilmember Paul Rosenstein

CLOSED SESSION:  At 6:12 P.M., Council adjourned to Closed
Session for the purpose of considering personnel matters and
threatened litigation, pending litigation, and litigation to be
commenced by the City.  

At 7:21 P.M., Council reconvened with all members present.  No
action was taken during Closed Session.  

Councilmember Holbrook led the assemblage in the Pledge of
Allegiance to the Flag of the United States of America.

Mayor Abdo announced that the two public hearings which were
scheduled for June 8, 1993, regarding streets resurfacing and
underground utility district, have been re-scheduled for June 15,
1993.  All parties have been mailed notices regarding this
change.  

1993-94 BUDGET STUDY SESSION:  Presented was a budget overview
and discussion on revenues for the 1993-94 budget with
presentations and discussion of budget proposals by the following
departments:  Personnel and Land Use and Transportation
Management.  

At 8:55 P.M., Council adjourned for a short recess.  Council
reconvened at 9:20 P.M. with all members present.  

1993-94 BUDGET STUDY SESSION (RESUMED):  The budget overview and
discussion on revenues for the 1993-94 budget was resumed with
presentations and discussion of budget proposals by the following
departments:  Police, Fire, and Library.  

Mayor Abdo moved to extend the meeting to 11:20 P.M.  Second by
Councilmember Greenberg.  The motion was unanimously approved.  

1993-94 BUDGET STUDY SESSION (RESUMED):  The budget overview and
discussion on revenues for the 1993-94 budget was resumed with
presentations and discussion of budget proposals by the following
department:  Municipal Bus Lines.  

10-A:  ASSESSMENT DISTRICT/ANNUAL STREET RESURFACING:  The public
hearing for establishing an assessment district for the FY 92-93
annual street resurfacing program and appurtenant work was
continued to the meeting of June 15, 1993.  

10-B:  EXPANSION OF UNDERGROUND UTILITY DISTRICT:  The public
hearing regarding the expansion of the Underground Utility
District to include 14th Street between Ocean Park Boulevard and
Ashland Avenue and Ashland Avenue between 14th Street and 16th
Street was continued to the meeting of June 15, 1993.  

14-A:  STUDY SESSION/BUDGET:  Councilmember Rosenstein presented
his request to discuss direction to staff to hold a Study Session
for members of the public to hear a presentation and ask
questions about the Budget.  Councilmember Rosenstein moved to
hold a Study Session with the City Manager and Finance Director
present to discuss the Budget.  Second by Councilmember
Greenberg.  Discussion was held.  The motion was approved by the
following vote: 

Council vote:  Affirmative:  Councilmembers Genser, Greenberg,
                             Olsen, Rosenstein, Vazquez, Mayor
                             Abdo

                          Councilmember Holbrook 

By virtue of the above action, a Budget Study Session will be
held at the Ken Edwards Center on June 17, 1993, at 7:30 P.M.  

14-B:  OPPOSITION TO AB996/SMOKING ORDINANCES:  Councilmember
Olsen moved to oppose AB996 (Tucker) and contact the City's
lobbyist to convey this action.  Second by Mayor Pro Tem Vazquez. 
The motion was unanimously approved, Councilmembers Holbrook and
Rosenstein absent.  

ADJOURNMENT:  At 11:30 P.M., the meeting was adjourned to
Wednesday, June 9, 1993, at 6:00 P.M. in memory of Bertha
Everharty.
