7-A:  APPEAL/DR92-002/1919 SANTA MONICA BOULEVARD:  The appeal    
of Planning Commission approval of Development Review 92-002,     
1919 Santa Monica Boulevard, to allow 16,000 sq. ft. of           
General Office Space in an existing 46,832 sq. ft. office         
building to be converted to medical office use was continued      
to the meeting of December 14, 1993.                              

8-A:  PROHIBITION OF SMOKING:  Presented was an ordinance for     
introduction and first reading amending Santa Monica Municipal    
Code Section 4.44.030 to prohibit all smoking in bars which       
were established and in operation after November 9, 1993; and     
amending Section 4.44.060 to exempt bars which were               
established and in operation on or before November 1993, from     
the prohibition against smoking.  Council asked questions of      
staff.  At 6:42 P.M., Mayor Abdo declared the public hearing      
open.  Member of the public Joy Fullmer expressed her             
concerns.  Mayor Abdo closed the public hearing at 6:44 P.M.      
Councilmember Holbrook moved to introduce for first reading an    
ordinance entitled:  "AN ORDINANCE OF THE CITY COUNCIL OF THE     
CITY OF SANTA MONICA AMENDING SECTION 4.44.030 OF THE SANTA       
MONICA MUNICIPAL CODE TO PROHIBIT ALL SMOKING IN BARS WHICH       
WERE ESTABLISHED AND IN OPERATION AFTER NOVEMBER 9, 1993; AND     
AMENDING SECTION 4.44.060 TO EXEMPT BARS WHICH WERE               
ESTABLISHED AND IN OPERATION ON OR BEFORE NOVEMBER 9, 1993        
FROM THE PROHIBITION AGAINST SMOKING," reading by title only      
and waiving further reading thereof.  Second by Councilmember     
Greenberg.  Discussion was held.  Councilmember Rosenstein        
reported present at 6:46 P.M.  The motion was approved by the

8-B:  ANNUAL SOLID WASTE PERMITS:  The ordinance for              
introduction and first reading requiring annual solid waste       
permits for solid waste enterprises and adoption of a             
resolution establishing enterprise permits was withdrawn at       
the request of staff.

8-C:  OUTDOOR STORAGE OF REFUSE CONTAINERS IN MALL                
COURTS/POINTS OF COLLECTION OF REFUSE/ON-SITE REFUSE AND          
RECYCLING ROOMS OR OUTDOOR ENCLOSURES:  Presented was an          
ordinance for introduction and first reading repealing Santa      
Monica Municipal Code Section 3.36.160 relating to outdoor        
storage of refuse containers in mall courts; amending Section     
5.08.170, relating to points of collection of refuse; and         
amending Section 9.04.10.02.150, relating to on-site refuse       
and recycling rooms or outdoor enclosures in new developments.    
Council asked questions of staff.  Mayor Pro Tempore Vazquez      
reported present at 6:50 P.M.  Councilmember Genser reported      
present at 6:56 P.M.  At 7:02 P.M., Mayor Abdo declared the       
public hearing open.  Member of the public Joy Fullmer            
expressed her concerns.  Mayor Abdo closed the public hearing     
at 7:04 P.M.  Councilmember Holbrook moved to introduce for       
first reading an ordinance entitled:  "AN ORDINANCE OF THE        
CITY COUNCIL OF THE CITY OF SANTA MONICA REPEALING MUNICIPAL      
CODE SECTION 3.36.160 RELATING TO OUTDOOR STORAGE OF REFUSE       
CONTAINERS IN MALL COURTS; AMENDING SECTION 5.08.170, RELATING    
TO POINTS OF COLLECTION OF REFUSE; AND AMENDING SECTION           
9.04.10.02.150, RELATING TO ON-SITE REFUSE AND RECYCLING ROOMS    
OR OUTDOOR ENCLOSURES," reading by title only and waiving         
further reading thereof.  Second by Councilmember Genser.  The

9-A:  REDUCED-EMISSION FUELS POLICY FOR VEHICLE PURCHASES:        
Presented was the staff report recommending the adoption of a     
reduced-emission fuels policy for vehicle purchases.  Council     
asked questions of staff.  Member of the public Joy Fullmer       
expressed her concerns.  Councilmember Olsen moved to adopt       
the policy that the City purchase reduced-emission vehicles       
whenever possible in accordance with the operational review       
conducted by staff and direct staff to conduct an annual          
operational analysis to ensure that the recommended fuel types    
are consistent with then-current technology.  Second by Mayor     
Pro Tempore Vazquez.  The motion was approved by the following

14-A:  COUNCIL PROCEDURES:  Councilmember Rosenstein withdrew     
his request to discuss consideration of Council procedures.       

14-B:  STREET SWEEPING HOURS:  Councilmember Olsen presented      
his request to discuss directing staff to prepare a report on     
the feasibility of changing street sweeping hours to after        
9:00 A.M. in residential areas.  Councilmember Olsen moved to     
direct staff to prepare a report on the feasibility of            
changing street sweeping hours to after 9:00 A.M. in              
residential areas.  Second by Councilmember Rosenstein.           
Discussion was held.  Councilmember Olsen withdrew his motion.    
This item was continued to a time after the submission of the     
staff report regarding street sweeping hours.                     

14-C:  AVAILABILITY OF SHELTER BEDS:  Councilmember Greenberg     
presented her request to discuss directing staff to obtain        
information about the availability of shelter beds in Los         
Angeles County, including cold weather shelters, and to report    
on what means are available to refer and transport homeless       
individuals to these shelters.  Discussion was held.  By          
general consent of the Council, direction to staff was            
approved.                                                         

14-D:  REGULATION/USE/SALE OF FIREARMS:  Presented was the        
request of Mayor Abdo and Councilmember Greenberg to discuss      
City Council adoption of a resolution urging the State            
Legislature to grant local governments the authority to           
regulate the use and sale of firearms within their                
jurisdictions and for the State Legislature to itself enact       
laws which prohibit easy access to firearms and to take steps     
to stem the epidemic of violence in our state.  Member of the     
public Joy Fullmer expressed her concerns.  Members of the        
public Sal Grammatico, Peter Sacks, Maurice Durkee, Art           
Casillas, Donna Alvarez, and Tony Alvarez spoke in opposition     
to the proposal.  Mayor Abdo moved to hear late speakers.         
Second by Councilmember Greenberg.  The motion was unanimously    
approved.  Members of the public John Selgrath and Maria          
Sirotti spoke in opposition to the proposal.  Discussion was      
held.  Councilmember Greenberg moved to adopt Resolution No.      
8702 (CCS) entitled:  "A RESOLUTION OF THE CITY COUNCIL OF THE    
CITY OF SANTA MONICA URGING THE STATE LEGISLATURE TO GRANT        
LOCAL GOVERNMENTS THE AUTHORITY TO REGULATE THE USE AND SALE      
OF FIREARMS WITHIN THEIR JURISDICTIONS AND FOR THE STATE          
LEGISLATURE TO ITSELF ENACT LAWS WHICH PROHIBIT EASY ACCESS TO    
FIREARMS AND TO TAKE STEPS TO STEM THE EPIDEMIC OF VIOLENCE IN    
OUR STATE," reading by title only and waiving further reading     
thereof, and direct staff to report back to Council on the        
number of gun dealers located within the City of Santa Monica     
and whether the City's zoning laws cover these particular         
dealers.  Second by Mayor Abdo.  The motion was approved by       
the following vote:

Councilmember Genser moved to hear Item No. 13-A at this time.    
Second by Councilmember Greenberg.  The motion was unanimously    
approved.                                                         

13-A:  SANTA MONICA PIER LESSEES' ASSOCIATION/PIER PARKING/       
ECONOMIC ENVIRONMENT/POLICE SUBSTATION:  Patricia Sheffield       
presented the request of Santa Monica Pier Lessees'               
Association members Murry Gould, Chris Volaski and Patricia       
Sheffield to address Council regarding Pier parking, the          
economic environment and the police substation for the area.      
Council asked questions of Patricia Sheffield.  Discussion was    
held.  No action was taken.

9-B:  CLOSED SESSION:  At 8:47 P.M., Council adjourned to         
Closed Session for the purpose of considering personnel           
matters and threatened litigation, pending litigation and         
litigation to be commenced by the City.  No action was taken.     

At 9:59 P.M., Council reconvened with all members present.
