Subject: Recommendation to Direct the City Attorney to
Prepare an Ordinance Establishing Preferential Parking
on 10th Street between Montana Avenue and Alta Avenue
Introduction
This report recommends that the City Council direct the City
Attorney to prepare an ordinance establishing preferential
parking on 10th Street between Montana Avenue and Alta Avenue.
Additionally, the Planning staff should be directed to conduct an
environmental review of the proposed preferential parking zone.
This petition for preferential parking was before the City
Council on April 13, 1993, at which time City Council asked for
additional information regarding parking occupancy.
Discussion
Staff received a qualifying petition from residents on 10th
Street between Montana Avenue and Alta Avenue requesting the
establishment of a preferential parking zone on their block of
10th Street. The qualifying petition from 10th Street is from a
single-family neighborhood. This street is impacted by the
commercial development along Montana Avenue, specifically the
restaurant developments. As required by code, staff conducted a
parking study and analysis of the proposed preferential parking
zone. The parking study results showed that of the 54 total
parking spaces available, the average occupancy rate was 62%,
with 72% utilization by non-resident parkers. At the City
Council meeting on April 13, 1993, Council asked staff to provide
additional information in the form of a graph showing the
relationship between the amount of available spaces and the time
of day. The graph shows the majority of parking on 10th Street
during the day is non-resident parkers. (See Attachment A)
Although the average occupancy is 62% with 38% of the spaces
available, the parkers adversely impact the first half of the
block north of Montana Avenue.
Conclusion
Staff has determined that the area from which the petition was
received satisfies the criteria in the enabling ordinance for
establishment of preferential parking, specifically the sections
of the criteria that state, "non-resident vehicles substantially
and regularly interfere with the use of the majority of available
public street" and "non-resident vehicles interference occurs at
regular and significant daily or weekly intervals."
Staff has determined that the appropriate parking restrictions
for the 10th Street zone should be "No Parking, 9 a.m. to 9 p.m.
Daily, Except by Permit". These hours of enforcement were
determined from the parking study results which concluded the
influx of non-resident parkers was directly related to the hours
of operation of the neighboring restaurants and commercial
development.
Budget/Financial Impact
It is estimated that approximately 80 permits will be purchased
by the residents on 10th Street. This will generate approximately
$1,200.00 annually in additional revenue in FY 93/94. Upon
adoption of the ordinance establishing the preferential parking
zone, the budget at revenue account 01-210-415-00000-0029-10000
should be revised to reflect an increase of $1,200.00.
Installation of signs will be done by City crews. The
department's current budget should be sufficient to finance
necessary expenditures involved with establishing this zone.
Recommendation
It is recommended that the City Council:
a) Direct the City Attorney to prepare an ordinance
establishing a preferential parking zone as outlined
in this staff report;
b) Direct the Planning Staff to conduct an environmental
evaluation of the proposed zone; and
c) Upon adoption of the ordinance establishing this zone,
revise budget revenue account 01-210-415-00000-0029-10000
to reflect $1,200.00 in additional revenue from the sale
of new preferential parking permits.
