SUBJECT:  Recommendation  to  Award  Bid  to   Provide   Complete
          Elevator   Maintenance  Service  for  Six  (6)  Parking
          Structure Elevators, Bid #2464

Introduction

This report concerns award of bid to  provide  complete  elevator
maintenance  service  for six (6) parking structure elevators for
the Parking Authority, Land  Use  and  Transportation  Management
Department,  at  specified  monthly rate and two one-year renewal
options.

Background

In response to published Notices Inviting Bids (published July 19
and  20,  1993)  to provide complete elevator maintenance service
for (6) parking  structure  elevators  in  accordance  with  City
specifications,  bids  were received and publicly opened and read
on August 3, 1993.  Proposal forms were mailed to  seven  vendors
and  notices  were advertised in accordance with City Charter and
Municipal Code  provisions.   Four  proposals  were  received  as
follows:

Amtech Reliable Elevator Co.             $3,975.00
Viking Elevator Co., Inc. (WMBE)         $4,500.00
Elevator Repair & Service Co. (WMBE)     $4,786.50
U.S. Elevator Corporation                $5,145.00

Amtech Reliable Elevator Co., the low bidder,  is  not  the  most
responsible for the following reasons:

The  bid  specifications  required  all  bidders  to  list   five
references  in which Otis elevators have been maintained by them.
Amtech Reliable Elevator Co. only  provided  addresses  of  their
references.   Special   efforts  had  to be made by City staff to
obtain the names and phone numbers of their references.

Consequently,  staff  contacted  several  property  managers  and
building  engineers  in  the  areas  which are serviced by Amtech
Reliable Elevator Co. and were informed  that  their  quality  of
service is poor to unsatisfactory.

The overall poor/unsatisfactory responses were in  the  following
areas:  timely  response  to  problems,  willingness  to  process
requests for maintenance , administrative response  to  inquiries
and overall lack of preventative maintenance of equipment.

On May 11, 1993 Council awarded a  contract  to  Amtech  Reliable
Elevator   Co.  for  minor  upgrades  in  the  parking  structure
elevators.  Although some of the parts were back  ordered  for  a
portion  of  the  job, the vendor failed to begin any of the work
required as scheduled.

Staff has checked the references and evaluated the bid  submitted
by  Viking  Elevator  Co.,  Inc.  and  finds  that  it meets City
specifications.   City  staff  has  used  this  vendor  on  prior
projects and received excellent service.

Budget/Financial Impact

Fiscal Year 93/94 appropriation authority for this purchase is in
the  Parking  Authority,  Land  Use and Transportation Management
Department, account number 77-210-610-00000-6691-00000.  For  the
period   July  1,  1994  through  June  30,  1995,  appropriation
authority will be as set forth in the fiscal year 1994/95 budget.

Recommendation

Staff recommends Council  reject  the  bid  submitted  by  Amtech
Reliable Elevator Co. which is not a responsible bidder and award
Bid #2464 to Viking Elevator Co., Inc. at specified monthly  rate
and two one-year renewal options, as the best bidder.
