9-A: Recommendation to consider resolutions to repeal

Civic Center Specific Plan or call a Special Election to
consider the measures.

9-B: Recomendation to approve the Santa Monica Beach Pier to
Bay Street Improvement Plan Report, authorize staff to
proceed with the phased implementation of the Plan, and
adopt a resolution approving the application for grant
funds from the County of Los Angeles Regional Park and
Open Space District for beach improvements and
authorizing the City Manager to negotiate and execute
all documents.

Approved settlement in the case of Freed v. City of
Santa Monica, et al. in the amount of $500,000 and in
the case of Simon v. City of Santa Monica, et al. in the
amount of $29,000.
13. WRITTEN COMMUNICATIONS: (Public discussion permitted.)
13-A: Request of Andrew M. Finley to address council regarding
improvements needed at Lincoln Park, garage sales, and
solutions for the enforcement of the leafblower
ordinance.
ACTION: Continued to March 22, 1994 at the request of Mr.
Finley.
14. COUNCILMEMBER DISCUSSION ITEMS: (Public discussion
permitted.)
14-A: Appointments of members to Boards and Commissions.
ACTION: Myra Burg was appointed to the Building and
Safety Commission for a term ending June 30, 1995.
Margaret Franco was appointed to the Commission on the
Status of Women for a term ending June 30, 1994.
Pier Restoration Corporation vacancy was continued to
April 12, 1994.
14-B: Request of Councilmember Kelly Olsen to discuss
directing the City Attorney to prepare an emergency
ordinance to discontinue the issuance of home occupation
permits for firearm sales and amend the Zoning Code to
require Conditional Use Permits for firearms dealers.
ACTION: Referred to staff.
14-C: Request of Councilmember Tony V zquez to discuss
adoption of a resolution supporting House of
Representative Bill H.R.3495 and Senate Bill S.1704
amending the Immigration Reform and Control Act of 1986
to extend educational assistance to states.
ACTION: Adopted Resolution No. 8732 (CCS).
