6.  CONSENT CALENDAR:  (Public discussion permitted.  All items

6-A:   Approval of City Council minutes of July 12 and 19, 1994.

       ACTION: Approved.

6-B:   Ordinance for second reading and adoption adding Section
       4.08.750 to the Santa Monica Municipal Code prohibiting
       solicitation in certain types of locations, introduced on
       July 26, 1994.

       ACTION: Adopted Ordinance No. 1758 (CCS).

6-C:   Ordinance for second reading and adoption amending Santa
       Monica Municipal Code Sections 4.04.150, 4.04.160,
       4.04.370 and 4.04.385 relating to fines for failure to
       comply with various dog regulations, introduced on July
       26, 1994.

       ACTION: Adopted Ordinance No. 1759 (CCS).

6-D:   Resolution authorizing the holding of a United States
       Constitution Day Parade on September 17, 1994 on a route
       other than the official City Parade Route.

8.  ORDINANCES:  (Public discussion permitted only on emergency
ordinances and ordinances for introduction and first reading.)

8-A:   Ordinance for introduction and first reading ordering the
       submission of a proposition of incurring bonded debt for
       the purpose of the acquisition, construction and
       completion of a new Police, Fire and Emergency Operations
       Center to the qualified voters of the City of Santa
       Monica at an election to be held for that purpose.

       ACTION: No action taken on ordinance.  Approved
               placement of a bond proposition on a ballot
               no later than the November 1996 election. 
               Appropriated monies for preliminary studies.

8-B:   Ordinance for introduction and first reading prohibiting
       discriminatory pricing of goods and services based upon a
       consumer's gender.

8-C:   Ordinance for introduction and first reading amending
       Santa Monica Municipal Code Section 4.08.091 relating to
       park closure hours.

       ACTION: Introduced ordinance for first reading as
               amended.

8-D:   Ordinance for introduction and first reading amending
       Santa Monica Municipal Code Sections 2.24.090(2) and
       2.24.100 to provide a 1% bidding preference for Santa
       Monica businesses.

9.  STAFF ADMINISTRATIVE ITEMS:  (Public discussion permitted.)

9-A:   Recommendation to approve a pilot program to restripe
       Ocean Park Boulevard and Montana Avenue; appropriate
       funds for the restriping; and approve the selection of an
       urban design consultant for Montana Avenue.

       ACTION: Approved.

9-B:   Recommendation to adopt a resolution establishing a
       surcharge fee on private refuse haulers servicing the
       commercial and industrial sectors within the City.

       ACTION: Adopted Resolution No. 8794 (CCS) as amended.

9-C:   Recomendation to direct staff to prepare an emergency
       ordinance amending the Earthquake Recovery Act to
       expedite Council review of certificates of economic
       hardship for red- and yellow-tagged buildings.

       ACTION: Approved.

9-D:   Request for Closed Session.

          Conference with Legal Counsel:
               One case of anticipated litigation.

          Public Employee Evaluation:
               Title:    City Manager, continued from July 26,
1994.

       ACTION: Withdrawn at the request of staff.

14.  COUNCILMEMBER DISCUSSION ITEMS:   (Public discussion
permitted.)

14-A:  Annual appointments of members to Boards and Commissions
       and unscheduled appointments to the Social Services
       Commission, the Commission on Older Americans and the
       Pier Restoration Corporation, continued from July 26,
       1994.

       ACTION: Appointed Marilyn Shirk to the Social
       Services Commission for a term ending June 30, 1995.  

       Appointments to the Bayside District Corporation,
       Commission on Older Americans, Convention and Visitors
       Bureau, Pier Restoration Corporation and Recreation &
       Parks Commission were continued to August 9, 1994.

14-B:  Request of Councilmember Olsen to direct staff to amend
       Ordinance No. 1735 (CCS) regarding firearm licenses to
       grandparent existing firearm dealers that are in non-
       residential zones and analyze appropriate conditions of
       the ordinance which should apply to existing businesses,
       continued from July 26, 1994.

       ACTION: Directed the City Attorney to prepare
               amendment.

14-C:  Request of Councilmember Olsen to discuss staff update
       and action plan regarding pedestrian safety and traffic
       calming on Montana Avenue as recommended in prior Council
       action, continued from July 26, 1994.

       ACTION: Withdrawn at the request of Councilmember
               Olsen.

14-D:  Request of Councilmember Rosenstein to discuss directing
       the City Attorney to prepare an amendment to our
       prohibition on smoking indoors to include all workplaces
       in Santa Monica and request City staff to contact those
       affected regarding these changes.

       ACTION: Approved.

14-E:  Request of Councilmembers Rosenstein and Holbrook to
       discuss directing staff to amend, on an urgency basis,
       the interim standards for the Bayside District which
       regulate the proliferation of fast food outlets.

       ACTION: Directed City Attorney to prepare amendment.

15.  PUBLIC INPUT:  (Public discussion permitted on items not on
the agenda that are within the subject matter jurisdiction of the
City.) 

       ACTION: Heard.  No action taken.
