HA/RA-1:  Approval of minutes for Housing Authority of August
          9, 1994 and Redevelopment Agency of June 21 and 28,
          1994.

          ACTION:   Approved.

CC/HA/RA-2:    Recommendation to make year-end budget
               adjustments for Fiscal Year 1993-94; transmit
               year-end Performance Review and Capital
               Improvements Program Status Report of June 30,
               1994; recommend various budget adjustments for
               Fiscal Year 1994-95; recommend adoption of
               resolution approving salary ranges for certain
               position classifications.

               ACTION:   Approved.  Adopted Resolution No. 8816
(CCS).

6.  CONSENT CALENDAR:  (Public discussion permitted.  All items
will be considered and approved in one motion unless removed by
a councilmember for discussion.)

6-A:   Approval of City Council minutes of July 26, August 2
       and August 9, 1994.

       ACTION: Approved.

6-B:   Resolution declaring the continuing existence of a local
       emergency.

       ACTION: Adopted Resolution No.  8817 (CCS).

6-C:   Resolution authorizing an alternate race route for St.
       Monica's Church Oktoberfest 5- and 10-K Run to be held
       on October 1, 1994 and reducing the fee for the race.

       ACTION: Adopted Resolution No. 8818 (CCS).

6-D:   Award of Bid #2491 to Fred Boerner Truck Center in the
       amount of $120,291.49 to furnish a diesel-powered cab
       and chassis with a 65-foot lift for the Parks and Sports
       Division, Environmental and Public Works Management
       Department.

       ACTION: Approved.

6-E:   Award of Bid #2500 to L & N Uniform Supply Company at
       specified unit prices to provide uniform cleaning and
       rental for various City Departments.

       ACTION: Approved.

6-F:   Award of Bid #2502 to Eastman/Office Depot at specified
       percentage discounts to furnish miscellaneous stationery
       supplies for all City Departments.

       ACTION: Approved.

6-G:   Recommendation to authorize the City Manager to
       negotiate and execute a license agreement with Trafton &
       Associates in the amount of $150,152 for the operation
       of the Santa Monica Pier Carousel and approve
       appropriation.

       ACTION: Approved Contract No. 7078 (CCS).

6-H:   Recommendation to authorize the City Manager to
       negotiate and execute a contract with Demand Management
       Company (DMC) for administrative and inspection services
       related to the Bay Saver Retrofit Program for the period
       August 1, 1994 to July 31, 1995.

       ACTION: Approved Contract No. 7079 (CCS).

6-I:   Recommendation to authorize the City Manager to
       negotiate and execute an amendment to Contract No. 5798
       (CCS) with the City of Los Angeles for the continuation
       of the dry-weather low flow diversions from the Pico-
       Kenter storm drain.

       ACTION: Approved Contract No. 7080 (CCS).

6-J:   Recommendation to authorize the City Manager to
       negotiate and execute an agreement with ATE Management &
       Service Company, Inc. in the amount of $84,883 to
       prepare an analysis of transit service for the Santa
       Monica Municipal Bus Lines.

       ACTION: Approved Contract No. 7081 (CCS).

6-K:   Recommendation to authorize the City Manager to
       negotiate and execute a contract with Stillion
       Construction, Inc. in the amount of $105,236.00 for
       structural improvements to the Charnock Contact Basin. 

       ACTION: Approved Contract No. 7082  (CCS).

7.   ADMINISTRATIVE PROCEEDINGS:  (Public discussion
permitted.)

7-A:   Appeal of Planning Commission approval of Conditional
       Use Permit 93-024 and Development Review 93-008. 
       Address:  1206-18 Ocean Park Boulevard. 
       Applicant/Appellant:  Roberta Klein.

       ACTION: The City Council denied the appeal, upheld
       in part and modified in part the Planning Commission's
       action; denied the one-year extension of vested rights
       and upheld the extension of Development Review 93-008
       and Conditional Use Permit 93-024 until November 18,
       1994 prior to which time a building permit must be
       obtained.

7-B:   Appeal of Planning Commission approval of Vesting
       Tentative Tract Map No. 51893, 1700 Main Street. 
       Applicant:  Rand Corporation.

       ACTION: Upheld with amendments.

8.  ORDINANCES:  (Public discussion permitted only on emergency
ordinances and ordinances for introduction and first reading.)

8-A:   Ordinance for second reading and adoption to establish
       private open space requirements in multi-family
       residential developments in multi-family residential
       districts and in non-residential districts, introduced
       August 9, 1994.

       ACTION: Adopted Ordinance No. 1767 (CCS).

8-B:   Ordinance for second reading and adoption regarding the
       Initiative Measure on Park Closures, Solicitation,
       Camping and procedures relating to the provision of
       services to the homeless.

       ACTION: Adopted Ordinance No. 1768 (CCS).

8-C:   Emergency ordinance for introduction and adoption
       prohibiting fast food establishments in specified
       portions of the C3 and C3C Districts on an interim
       basis.

       ACTION: Continued to September 20, 1994.

8-D:   Ordinance for introduction and adoption setting the FY
       1994-95 tax rate for the Main Library Improvements
       Project General Obligation Bonds.

       ACTION: Adopted Ordinance No. 1769 (CCS).

9-A:   Recommendation to establish a Multi-Family Earthquake
       Repair Loan Program and adopt program Guidelines and
       Procedures.

       the massage therapy licensing procedure.

14.  COUNCILMEMBER DISCUSSION ITEMS:   (Public discussion

14-A:  Annual appointments of members to Boards and Commissions
       and unscheduled appointments to the Commission on Older
       Americans, Convention and Visitors Bureau and Pier
       Restoration Corporation, continued from August 9, 1994.

       ACTION: Continued to September 20, 1994.

14-B:  Appointment of first two Commissioners Emeritus to the
       Commission on Older Americans.

       ACTION: Continued to September 20, 1994.

14-C:  Acceptance of letter of resignation from Rosalyn
       Mesquita from the Arts Commission and authorization for
       the City Clerk to publish a Notice of Unscheduled
       Vacancy and the scheduled annual Notice of Appointments
       to the Pier Restoration Corporation Board of Directors.

       ACTION: Approved.

14-D:  Request of Councilmember V zquez to discuss establishing
       appropriate procedures to provide public notification on
       any major improvement at Santa Monica Airport, continued
       from September 7, 1994.

       ACTION: Continued to September 20, 1994.

14-E:  Request of Councilmember Olsen to discuss directing
       staff to develop a permit procedure for gardeners and to
       analyze ways to be more effective in curtailing use of
       leaf blowers.

       ACTION: Continued to September 20, 1994.


14-F:  Request of Councilmember Olsen to discuss directing
       staff to prepare a text amendment to the zoning code
       that would set hours of operation for fast food
       establishments adjacent to residential zones and in
       business prior to the adoption of the 1988 zoning code.

       ACTION: Continued to September 20, 1994.

14-G:  Request of Councilmember Olsen to discuss opposing
       Proposition 188, the Smoking and Tobacco Products, Local
       Preemption Initiative.

       ACTION: Continued to September 20, 1994.

14-H:  Request of Councilmember Olsen to discuss directing
       staff to analyze and conceive a plan to replace the
       eucalyptus trees as well as other mature trees that were
       recently destroyed in Lincoln Park.

       ACTION: Continued to September 20, 1994.

14-I:  Request of Councilmember Olsen to discuss directing
       staff to enforce the provisions of the development
       agreement between the City and National Medical
       Enterprises.

       ACTION: Continued to September 20, 1994.

14-J:  Request of Councilmember Holbrook to discuss directing
       staff to review the graffiti ordinance proposed by the
       Santa Monica Chamber of Commerce.

       ACTION: Continued to September 20, 1994.

14-K:  Request of Councilmember Holbrook to discuss support of
       AB 645 which would create a gun free zone within 1000
       feet of school and college grounds.

       ACTION: Continued to September 20, 1994.

14-L:  Request of Councilmember Holbrook to discuss support of
       SB 174, Library Construction and Renovation Bond Act,
       and SB 1448, Benefit Assessment, which will aid
       surrounding library systems.

       ACTION: Continued to September 20, 1994.

14-M:  Request of Councilmember Rosenstein to discuss co-
       sponsoring the Southern California Association of Non-
       Profit Housing Conference to be held on Friday,
       September 23, 1994.

14-N:  Request of Councilmember V zquez to discuss adoption of
       a resolution in opposition to State Proposition 187
       regarding illegal immigration.
