6-B:   Ordinance for second reading and adoption amending Santa
       Monica Municipal Code Article IX to provide floor area
       incentives for grocery stores in the BCD, C2, C4, and C6
       districts, introduced on October 25, 1994.

6-C:   Resolution declaring the continuing existence of a local
       emergency.

12-A:  Resolutions authorizing the City Manager to execute
       Memoranda of Understanding with the Santa Monica
       Firefighters Association (SMFFA), Santa Monica Police
       Officers Association (SMPOA), continued from October 25,
       1994, and Administrative Team Association (ATA) and to
       amend the Executive Pay Plan.  (Considered after Closed
       Session.)

       ACTION: Adopted Resolution No. 8832, 8833, 8834,
               and 8835 (CCS).

14.  COUNCILMEMBER DISCUSSION ITEMS:   (Public discussion
permitted.)

14-A:  Appointments of members to Boards and Commissions:
       Scheduled:  Bayside District Corporation (3),
       Metropolitan Water District Board of Directors (1), Pier
       Restoration Corporation (3), and Recreation & Parks
       Commission (1).  Unscheduled:  Arts Commission (1), and
       Pier Restoration Corporation (1), continued from October
       25, 1994.

       ACTION: Christine Reed was reappointed to the
               Metropolitan Water District Board of
               Directors for a term ending December 31,
               1998 and Bob Gottlieb was appointed as
               alternate.  

       Other appointments were continued to November 22, 1994.

14-B:  Request of Mayor Abdo to discuss a recommendation to
       appoint Dan Cohen as Commissioner Emeritus on the
       Commission on Older Americans.

       ACTION: Approved.

14-C:  Request of Mayor Abdo to approve compensation
       adjustments for City Manager pursuant to Section 1(c) of
       Contract No. 5275 (CCS), in order to provide standard
       City cost of living increases as provided to other City
       employees.  (Considered after Closed Session.)

       ACTION: Approved.

14-D:  Request of Councilmember Olsen to discuss the condition
       of the Palisades Park hillside and the graffiti on the
       Montana stairs and Santa Monica Business District sign.

       ACTION: Continued to November 22, 1994.

14-E:  Request of Mayor Abdo to discuss the City Council's
       response to the passage of Proposition 187.

       ACTION: Continued to November 22, 1994.
