HA-2:          Resolution authorizing the Executive Director to
               enter into an annual contribution contract with
               Housing and Urban Development for 38 Housing
               Assistance Vouchers and Certificates.

               ACTION:   Adopted Resolution No. 65 (HAS).

CC/PA-3:       Recommendation to authorize the City Manager to
               negotiate and execute a contract with SECOM to
               provide and install revenue and access control
               equipment in the six downtown parking structures
               for an amount not to exceed $778,116 and
               appropriate $140,000.

               ACTION:   To be considered on December 13, 1994.

CC/RA-4:       Recommendation to hold a public hearing and
               adopt the City's five-year Redevelopment Plan
               for the Ocean Park 1(A), Ocean Park
               Redevelopment Project 1(B) and Downtown
               Redevelopment Projects.

               ACTION:   Approved.

6-B:   Resolution rescinding Resolution No. 7817 (CCS) and
       adopting a revised Alcohol and Anti-Drug Program Policy
       for the City's Transportation Department to conform to
       new Federal guidelines.

6-C:   Resolution approving Final Subdivision Tract Map No.
       51788, TPC-308, for a 7-unit Tenant-Participating
       Conversion Project at 752 19th Street/1821 Montana

6-D:   Recommendation to authorize the City Manager to
       negotiate and execute a lease agreement with Emeritus
       College for the commercial space in Parking Structure

6-E:   Recommendation to authorize the City Manager to
       negotiate and execute a contract with Arthur D. Little,
       Inc., consulting engineers, for a Solid Waste Assessment
       Test (SWAT) study of the landfill at the City Yards in
       an amount not to exceed $230,000 and appropriate
       $62,320.

6-F:   Recommendation to authorize the City Manager to
       negotiate and execute the National Pollutant Discharge

6-G:   Award of contract to Electro Construction Corporation in
       the amount of $99,700 for the installation of ballfield
       lights at John Adams Middle School.

7-A:   Appeal of Planning Commission approval of Conditional
       Use Permit 94-010 to permit construction of a 1-story,
       semi-subterranean parking structure at 1327 15th Street
       to provide 36 of the 55 parking spaces required for the
       addition of beds to an existing convalescent hospital
       located at 1340 15th Street with the remaining required
       spaces provided on the site at 1340 15th Street. 
       Applicant:  Golden State Health Centers.  Appellants: 
       Arden Orlando and Friedrich Weinstock.

       ACTION: To be considered on November 29, 1994.

8.  ORDINANCES:  (Public discussion permitted only on emergency

8-A:   Ordinance for introduction and first reading amending
       Sections 4.44.010-.060 of the Santa Monica Municipal
       Code prohibiting smoking in indoor places of employment,
       bars, restaurants, hotel and motel lobby areas, meeting
       and banquet rooms, warehouses, gaming clubs, and
       employee breakrooms; and consider prohibiting smoking in
       outdoor dining areas.  Public hearing held.  Council
       discussion continued from November 15, 1994.

8-B:   Ordinance for second reading and adoption amending Santa
       Monica Municipal Code Section 6.24.410 regarding

9-A:   Recommendation to direct the City Attorney to prepare an
       ordinance establishing procedures for review of
       improvements at Santa Monica Airport.

9-B:   Recommendation to approve a resolution adopting a
       Statement of Overriding Considerations and approving
       transportation control measures for Sunset Park; 
       approve a resolution adopting the mitigation monitoring
       program; and appropriate funds for the temporary
       installation of the transportation control measures.

10-A:  Recommendation to conduct a public hearing on the
       Bicycle Master Plan; certify the Environmental Impact
       Report; adopt the Bicycle Master Plan; adopt a
       mitigation monitoring program; and amend the Land Use
       and Circulation Element of the General Plan to
       incorporate the bicycle route network.

       ACTION: To be considered on December 13, 1994.

14-B:  Request of Councilmember Olsen to discuss the condition
       of the Palisades Park hillside and the graffiti on the

14-C:  Request of Mayor Abdo to discuss the City Council's
       response to the passage of Proposition 187, continued
       from November 15, 1994.

14-D:  Request of Councilmember Olsen to discuss augmenting the
       Lincoln Park renovation project budget to provide
       equipment and landscaping to complete the project as
       approved by Council.

       ACTION: Continued to November 29, 1994.

14-E:  Request of Councilmember Rosenstein to discuss directing
       the City Attorney to draft an amendment to Ordinance No.
       1766 (CCS) to allow one virtual reality entertainment
       use in the C3C district with approval of a Conditional
       Use Permit, and to request that the Planning Commission
       provide its recommendation on such an amendment.

       ACTION: Continued to November 29, 1994.

14-F:  Request of Mayor Abdo to authorize Councilmember-elect
       Pam O'Connor to attend the National League of Cities'
       Annual Conference to be held December 1-4, 1994.

       ACTION: Approved.
