SEPTEMBER 7, 1994
An adjourned meeting of the Santa Monica City Council was called to order by Mayor Pro Tempore
Vazquez at 7:40 P.M. on Wednesday, September 7, 1994, in the Council Chambers.

Councilmember Rosenstein led the assemblage in the Pledge of Allegiance to the Flag of the United States
of America.
Councilmember Rosenstein moved to hear late speakers this evening due to the Jewish holiday. Second by
Councilmember Holbrook. The motion was approved by the following vote:

Councilmember Genser reported present at 7:42 P.M.
4-A: PROCLAMATION/SEPTEMBER 17, 1994/COASTAL CLEAN-UP DAY: Mayor Pro
Tempore Vazquez presented a proclamation declaring September 17, 1994, as "Coastal Clean-Up
Day" in the City of Santa Monica.
8-A: INITIATIVE MEASURE/PARK CLOSURES, SOLICITATION, CAMPING/SERVICES
TO THE HOMELESS - OR - RESOLUTION OF INTENT TO PLACE P41TIATIVE ON
BALLOT AT GENERAL ELECTION - OR - RESOLUTION OF INTENT TO PLACE
INITIATIVE ON BALLOT AT SPECIAL ELECTION: Presented was an ordinance for introduction
and first reading regarding the Initiative Measure on Park Closures, Solicitation, Camping and procedures
relating to the provision of services to the homeless; or Resolution of Intent to place the initiative on the
ballot at the General Election in November 1996; or Resolution to place the initiative on the ballot at a
Special Election selected by the City Council. To be considered by Item No. 9-A.
9-A: REPORT/INITIATIVE MEASURE/PARK CLOSURES, SOLICITATION, CAMPING AND
PROCEDURES/SERVICES TO THE HOMELESS: Presented was a report regarding the Initiative
Measure on Park Closures, Solicitation, Camping and procedures relating to the provision of services to the
homeless.
Council asked questions of staff. At 8:41 P.M., Mayor Pro Tempore Vazquez declared the public hearing
open. Member of the public Steve Shepherd discussed the needs of the homeless. Members of the public
Jean Sedillos, Graham Pope, Jan Ludwinski, Ruth Ebner, and Matt Kanny spoke in support of the proposed
initiative. Member of the public Juliette Anthony urged Council to support services focused toward that
population wishing to re-enter the mainstream. Members of the public Joy Fullmer and James Cole
expressed their concerns. Members of the public Jerry Rubin, Keith Robinson, Jennafer Waggoner, Janet
Bregar, Crystal Bell, Ron Taylor, Norm Ostpen, Rick Weis, and MariElena Brown spoke in opposition to
the initiative. Members of the public Frank DaVanzo, Tom Weese, and Archie Arzooyan urged Council to
make an exemption for organized and permitted activities which may extend beyond the hours of park
closure. Member of the public Vivian Rothstein spoke in opposition to dealing with a complex public policy
issue in an initiative process.
At 9:25 P.M., Council adjourned for a short recess. Council reconvened at 9:50 P.M. with all members
present, except Mayor Abdo.
8-A AND 9-A (RESUMED):
Members of the public Len Doucette, James McAuley, James Daly, and Paul Lehman spoke in opposition
to the initiative. Member of the public Beloved Quail urged Council to implement an appeal process for
abuse by public service agencies. Member of the public Rachelle Lilly urged Council to pursue outreach
programs to aid the homeless. Member of the public Elizabeth Focer urged Council to provide homeless
services in conjunction with the passage of the initiative. Member of the public Paul Freese spoke in
opposition to all three options. Member of the public Carol Johnson urged Council to make an exemption for
organized and permitted activities which may extend beyond the hours of park closure. Member of the
public Ruth Stemock expressed her concerns. Mayor Pro Tempore Vazquez closed the public hearing at
10:20 P.M. Council asked questions of staff. Councilmember Holbrook moved to introduce for first reading
an ordinance entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA ADOPTING THE INITIATIVE MEASURE ON PARK
CLOSURES, SOLICITATION, CAMPING AND PROCEDURES RELATING TO THE
PROVISION OF SERVICES TO THE HOMELESS, " reading by title only and waiving further
reading thereof. Second by Councilmember Greenberg. Discussion was held. , Councilmember
Genser moved to extend the meeting to 11:30 P.M. Second by Mayor Pro Tempore Vasquez.
The motion was unanimously approved, Mayor Abdo absent. Discussion continued. The
motion was approved by the following vote:
Council vote: Affirmative: Councilmembers Rosenstein, Olsen, Holbrook, Greenberg, Genser
Negative: Mayor Pro Tempore Vazquez
Absent: Mayor Abdo
By virtue of the above action, the report regarding the Initiative Measure on Park Closures, Solicitation,
Camping and procedures relating to the provision of services to the homeless was received.
14-A: SUPPORT/SENATE BELL 1691/ARMORIES AVAILABLE AS TEMPORARY
SHELTERS: Presented was the request of Councilmember Olsen to discuss support of Senate Bill
1691 which would require the State Department of the Military to make state armories available as
temporary shelters for homeless persons all year. Councilmember Genser moved to extend the meeting
to 11:40 P.M. Second by Councilmember Olsen. The motion was unanimously approved, Mayor Abdo
absent. Members of the public Joy Fullmer and Crystal Bell expressed their concerns. Councilmember
Olsen moved to reaffirm Council's commitment to SB1691 and ask the Mayor to write a letter to the
governor that, in fact, if this Bill does reach the governor's desk that he pass the bill and not veto it.
Second by Councilmember Greenberg. Discussion was held. The motion was approved by the following
Council vote:
Affirmative: Councilmembers Rosenstein, Olsen, Holbrook, Greenberg, Genser,
Mayor Pro Tempore Vazquez
Absent: Mayor Abdo
Councilmember Rosenstein excused himself from the meeting at 11:35 P.M.
14-B: PROCEDURES/PROVISION OF PUBLIC NOTIFICATION/IMPROVEMENTS AT
SANTA MONICA AIRPORT: The request of Mayor Pro Tempore Vazquez to discuss establishing
appropriate procedures to provide public notification on any major improvement at Santa Monica
Airport was continued to the meeting of September 13, 1994.
15: PUBLIC INPUT Member of the public Joy Fullmer discussed HUD guidelines. Member of the
public Beloved Quail expressed his concerns with various issues. Member of the public Rachelle Lilly
reported on inadequate parking for the disabled in complex where she lives.
Member of the public John Jurenka asked for an explanation of the City's traffic policy and reported on an
abundance of stop signs on 4th Street between Pico and the south City limits.
ADJOURNMENT: At 11:42 P.M., the meeting was adjourned to September 13, 1994, at 6:00 P.M.
