                           CITY COUNCIL MINUTES

                            SEPTEMBER 27, 1994

A regular meeting of the Santa Monica City Council was called
to order by Mayor Abdo at 6:45 P.M. on Tuesday, September 27,
1994, in the Council Chambers.

Councilmember Holbrook led the assemblage in the Pledge of
Allegiance to the Flag of the United States of America.  

4-A:  COMMENDATIONS/SANTA MONICA DISASTER COMMUNICATIONS
SERVICE/ WESTSIDE AMATEUR RADIO CLUB:  Mayor Abdo presented
commendations to the Santa Monica Disaster Communications
Service and the Westside Amateur Radio Club.

6.  CONSENT CALENDAR:  Presented was the Consent Calendar,
whereby all items are considered and approved in one motion
unless removed from the calendar for discussion.  Member of the
public Joy Fullmer addressed items on the Consent Calendar. 
Mayor Pro Tempore V zquez moved to approve the Consent
Calendar, reading resolutions and ordinances by title only and
waiving further reading thereof.  Second by Councilmember
Greenberg.  The motion was approved by the following vote:

6-A:  MINUTES APPROVAL:  The City Council minutes of September
7, 1994, were approved as presented.

6-B:  CONTINUING EXISTENCE OF A LOCAL EMERGENCY:  Resolution
No. 8819(CCS) entitled:  "A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA MONICA DECLARING THE EXISTENCE OF A
CONTINUING LOCAL EMERGENCY," was adopted.

6-C:  FINAL SUBDIVISION MAP/TRACT NO. 51719/TPC-300/1225
WASHINGTON AVENUE:  Resolution No. 8820(CCS) entitled:  "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
ACCEPTING AND APPROVING A FINAL SUBDIVISION MAP FOR TRACT NO.
51719 AT 1225 WASHINGTON AVENUE," was adopted, thereby
approving a 10-unit tenant-participating conversion project at
1225 Washington Avenue.

6-D:  AWARD OF BID/NOVA BUS CORPORATION/TRANSIT BUSES AND
MISCELLANEOUS PARTS:  Bid No. 2507 was awarded to Nova Bus
Corporation in the amount of $4,969,979.50 to furnish twenty-
one transit buses and miscellaneous parts for the
Transportation Department.

6-E:  AWARD OF BID/CONSOLIDATED FABRICATORS/REFUSE CONTAINERS: 
Bid No. 2509 was awarded to Consolidated Fabricators at
specified unit prices to furnish refuse containers for the
Solid Waste Division, Environmental and Public Works Management
Department.

END OF CONSENT CALENDAR

City Attorney Jones Moutrie, Councilmember Greenberg, and Mayor
Pro Tempore V zquez declared conflicts of interest and excused
themselves from deliberations on Item No. 9-A.

Discussion was held.  Mayor Abdo moved to collect requests to
speak until 8:30 P.M.  Second by Councilmember Rosenstein. 
Discussion was held.  The motion failed, Councilmembers Genser
and Olsen opposed.  Discussion was held.

Mayor Abdo moved to hear Item No. 14-B at this time.  Second by
Councilmember Holbrook.  The motion was unanimously approved.

14-B:  NOTICE OF VACANCY/LOS ANGELES COUNTY WEST VECTOR CONTROL
DISTRICT/LOS ANGELES COUNTY WEST MOSQUITO ABATEMENT DISTRICT: 
Presented was the staff report requesting authorization for the
City Clerk to publish a Notice of Vacancy for appointment to
the Los Angeles County West Vector Control District (Los
Angeles County West Mosquito Abatement District).  Mayor Abdo
moved to authorize the City Clerk to publish a Notice of
Vacancy for appointment to the Los Angeles County West Vector
Control District (Los Angeles County West Mosquito Abatement
District).  Second by Councilmember Holbrook.  The motion was
unanimously approved, Councilmembers Greenberg and V zquez
absent.

9-A:  SUNSET PARK TRAFFIC PLANS:   Presented was a public
hearing on the Sunset Park Traffic Plans and the recommendation
to:  (1) adopt a resolution certifying the Final Environmental
Impact Report; (2) approve a traffic plan and mitigation
measures; (3) direct staff to prepare a Statement of Overriding
Considerations; and (4) adopt a resolution of intention to
direct the Planning Commission to amend the Land Use and
Circulation Element of the General Plan, if necessary.  Council
asked questions of staff.  At 8:02 P.M., Mayor Abdo declared
the public hearing open.

Members of the public Nancy Burke, Peter Mezza, and Dee Putnam
spoke in opposition to the Enclave Plan.  Members of the public
Dave Paradis and Pat Barrett spoke in opposition to the removal
of parking on Lincoln Avenue during peak hours.  Member of the
public Joan VonHermann urged Council to reduce and calm traffic
on 28th Street between Ocean Park and Pico Boulevard.  Member
of the public Joe Palazolo spoke in opposition to the plan as a
whole, but particularly as it relates to Lincoln Avenue. 
Member of the public John Jurenka discussed traffic problems on
4th Street.  Member of the public Debbie Raphael expressed
concern with the numbers, particularly when the Playa del Vista
project is complete.  Member of the public Joanne Butler spoke
in support of the hybrid plan.  Members of the public Barbara
Brown, Jerry Greenwalt, Karen Greenwalt, Ping Ho, Lian Bloch,
Karen Eustis, and Richard Bloom spoke in support of the Enclave
Plan.  Member of the public Robert Rigdon spoke in opposition
to all of the proposed plans.

At 9:00 P.M., Council adjourned for a short recess.  Council
reconvened at 9:20 P.M. with all members present except
Councilmembers Greenberg and Vazquez.

The public hearing was continued.

Members of the public Jennifer Polhemus, Zachary Bloom,
Marjorie Fry, Jack Fry, Mildred Stern, Ronald Roose, Jennifer
Grossblatt, Fred Grossblatt, Eileen Fraser, Frank Fraser, Jon
Gibson, George Hickey, Susan Davidson, Leota Flaten, Mark
Seidenberg, Marion Adams, Greg Arvesen, Donald Murchie, Angela
de Mott, Zina Josephs, Patrick McClure, Bill Derrough, Jeff
Gottesman, Jamal Abedi, Ric Flores, R. Swami, Mary Olah, and
Ann Williams spoke in support of the Enclave Plan.  Member of
the public John Kaufman spoke in opposition to the Enclave Plan
and in support of the hybrid plan.  Member of the public
Richard Kuyama urged Council to choose safety over convenience. 
Member of the public Ed Morusich spoke in support of the
Enclave Plan and in opposition to the parallel plan.  Members
of the public Sam Zivi, Irene Zivi, Ted Hirschberger, Ed
Fidelman, and Nadine Fidelman spoke in support of the parallel
plan or hybrid plan and in opposition to the Enclave Plan. 
Member of the public David Sachs spoke in opposition to the
Enclave Plan.  Member of the public Andrew Crown spoke in
support of the parallel plan.  Member of the public Joy Fullmer
expressed her concerns.  Member of the public Larry Arreola
spoke in support of the parallel plan with the hybrid plan as a
fair compromise.  Member of the public Bob Snider discussed
mitigation on 17th Street between Ocean Park and the city
limits.  Member of the public Solomon Solo made suggestions to
re-set traffic signals to accommodate traffic.

Members of the public Andrew Olah, Tim Claman, Carolyn
Williams, Marc Selwyn, David Williams, Susan Kawashima, Eric
Anderson, G. S. Meyer, Jack Dikijian, and Guido Lamell spoke in
support of the Enclave Plan.  Member of the public Bob Newbold
made suggestions.  Member of the public Christine Reed
discussed increased traffic problems created by mitigation
measures.  Member of the public Duke Kelso discussed the
process.  Member of the public Rafigh Pooya urged Council to
implement a program which would not negatively impact
surrounding streets.

Councilmember Rosenstein was excused from the meeting at 11:00
p.m.

Mayor Abdo, with Council concurrence, continued Council
discussion on the item to October 5, 1994.

14-A:  ANNUAL APPOINTMENTS/BOARDS AND COMMISSIONS:  The annual
appointments of members to Boards and Commissions and
unscheduled appointments to the Commission on Older Americans,
Convention and Visitors Bureau and Pier Restoration Corporation
were continued to the meeting of October 11, 1994.

14-C:  FEDERAL CRIME BILL:  The request of Councilmember Olsen
to discuss directing staff to analyze the recent Federal Crime
Bill to determine the level of public safety aid to Santa
Monica was continued to the meeting of October 11, 1994.

14-D:  ENFORCEMENT OF ORDINANCE BANNING CIGARETTE VENDING
MACHINES:  The request of Councilmember Olsen to direct staff
to proceed with enforcement of Ordinance No. 1569(CCS) banning
cigarette vending machines was continued to the meeting of
October 11, 1994.

14-E:  LINCOLN PARK REDEVELOPMENT PLAN AND CONSTRUCTION:  The
request of Councilmember Olsen to discuss Lincoln Park
redevelopment plan and construction was continued to the
meeting of October 11, 1994.

15:  PUBLIC INPUT:  Councilmember Holbrook moved to hear
speakers on September 28, 1994.  Second by Councilmember
Genser.  The motion was approved, Councilmembers Greenberg,
Rosenstein, and V zquez absent.

ADJOURNMENT:  At 11:40 p.m., the meeting was adjourned to
September 28, 1994, at 7:00 p.m.
